WHO suspends trial of hydroxychloroquine as COVID-19 treatment over safety concerns

The World Health Organisation (WHO) on Monday announced a temporary suspension of the trial of hydroxychloroquine for the treatment of coronavirus patients.

The suspension of the trial,  it said, was due to a higher mortality rate among patients receiving the drug.

The WHO announced this during its media briefing at its headquarters in Geneva, Switzerland.

The decision came after the publication last week of a study in the Lancet indicating that the using the drug on COVID-19 patients could increase their likelihood of dying, WHO chief Tedros Adhanom Ghebreyesus told a virtual press conference, adding that the WHO-backed trials had been “suspended while the safety is reviewed.”

Confirmed cases of coronavirus have increased to 7,526 in Nigeria.

This is after 265 new COVID-19 cases were reported in the Nigeria on Saturday.

The Nigeria Centre for Disease Control made this known on its website.

Data from the NCDC showed that an additional 167 patients recovered from Covid-19 in the country 

No COVID-19 death was reported in the country in the past 24 hours, according to the released data.

NCDC said, “On the 23rd of May 2020, 265 new confirmed cases were recorded in Nigeria.

“No new state has reported a case in the last 24 hours.

“Till date, 7,526 cases have been confirmed, 2,174 cases have been discharged and 221 deaths have been recorded in 34 states and the Federal Capital Territory.

“The 265 new cases are reported from 13 states- Lagos(133), Oyo(34), Edo(28), Ogun(23), FCT(22), Plateau(6), Kaduna (5), Borno(3), Niger(3), Kwara(2), Bauchi(2), Anambra(2), Enugu(2).”

This brings the total number of confirmed COVID-19 cases in the country to 7,261, Tribune Online reports.

The NCDC made this known via its Twitter handle and website on Friday. it also said that 131 of the new infections were recorded in Lagos.

Gov Dapo Abiodun made this known while briefing journalists on Friday in Abeokuta.

He maintained that the state was constrained to extend the lockdown for another week as it continued to record more cases of the Coronavirus.

According to the governor, it is a painful but necessary decision that has to be taken to maintain the balance between lives and livelihood.

“We cannot ignore the fact that we are having a sudden rise in the number of new cases. We all decried an increase of 30 per cent last week when I was giving the weekly update.

“This week’s increase of over 37 per cent is even more worrisome, particularly as we are still under an eased lockdown, and considering the demography and location of the confirmed cases, we can confirm that community transmission is on the increase in our state.

“I have to state that after all considerations, we are constrained to take the painful, but necessary decision to continue the eased lockdown of Ogun State for another one week till Sunday, May 31.

“As we have always maintained the delicate balance between lives and livelihood, we will continue to have our window of relaxation, from 7 am to 5 pm on Monday, 25th May; Wednesday, 27th May, and Friday, 29th May.

“We must also bear in mind that the daily curfew from 8 pm to 6 am and the ban on non-essential inter-state travel as directed by Mr President still stand,” he said.

Gov Abiodun, however, said that the second phase, to begin from June 1, would be accompanied by further ease of the lockdown and expansion of the windows of relaxation.

He said that the guidelines and details would be provided in due course.

The governor felicitated with the Muslim faithful on the successful completion of the Ramadan fasting, but cautioned them against any form of gathering.

He enjoined them to comply with directives of the Nigerian Supreme Council for Islamic Affairs and offer their Eid prayers at home.

7) Communicate with parents: Parents are wary of sending their children back to school. If they do not have a choice, they will look for a school that has gone the extra mile to ensure child safety. Therefore, communicate with parents on the systems you have put in place. This will boost their confidence in your school.

Lagos State C P Order The Arrest Of DPO, Begin Investigation Into Death Of Sergeant

The Divisional Police Officer (DPO) of Ilemba Hausa Division, Ajamgbadi, Chief Superintendent Yahaya Adesina, has been arrested and detained at the State Criminal Investigation Department (SCID), Panti, Yaba, over alleged murder of a sergeant in his division.

Until his death two weeks ago, the deceased sergeant, Onalaja Onajide, was attached to Ilemba Hausa Division as a station guard.

The DPO had attributed his death to an attack by two dismissed soldiers, Kehinde Elijah and Eze Joseph, who had since been arrested.

The sergeant’s bereaved family had however alleged that their son died in the hands of the DPO, claiming they were told on good authority that the DPO shot him in cold blood.

Following the furore his death generated, the Commissioner of Police, Lagos State Command, Hakeem Odumosu, Thursday, ordered that the case be transferred to SCID, Panti, for thorough investigation.

He also ordered the arrest and detention of the DPO whilst investigation was ongoing, including the retrieval of his rifle for forensic examination.

The state Spokesperson, DSP Bala Elkana, said: “The Commissioner of Police, Lagos State Command, CP Hakeem Odumosu, has ordered the transfer of the case involving the shooting and killing of Sergeant Onalaja Onajide attached to Ilemba Hausa Division, to the State Criminal Investigation Department, Yaba for discreet investigation.

“This decision followed the reports received by the command alleging the Divisional Police Officer Ilemba Hausa, CSP Yahaya Mohammed Adeshina, of shooting the sergeant while dispersing crowds that gathered in front of the station.

“The DPO has been arrested and detained at the State CID for investigation. His rifle has been retrieved for forensic examination.

“The commander has ordered that autopsy be carried out on the deceased person. The CP expressed his heartfelt condolences to the family and friends of the fallen colleague and assured them that the command will stand with them in this moment of grief and ensure that justice prevails.

In a similar development, the command also arrested one Inspector Okoro Charles for shooting and killing one Fatai Oladipupo, a cleric at the Ikotun area of the state.

Elkana said: “.The Inspector is being subjected to internal disciplinary procedures, known as Orderly Room Trial at the State Provost Department and if found guilty, he will be handed over to the State Criminal Investigation Department, Yaba for prosecution in conventional court.

“Investigation is ongoing to unravel the circumstances surrounding the shooting incident.

“The Commissioner of Police condoles with the family and friends of the deceased and calls for calm.

“He assures them that justice will prevail. Members of the public will be updated on the outcome of the investigation.”

FG lists diseases responsible for COVID-19 deaths

The federal government has said health challenges like tuberculosis, hypertension, diabetes, HIV, kidney disease and cancer are responsible for 70 per cent of COVID-19 deaths in Nigeria.


The Minister of Health, Dr. Osagie Ehanire, stated this during the daily briefing of the Presidential Task Force on COVID-19 on Thursday.

Ehanire also noted that 70 per cent of deaths were males, while the remaining 30% are females.

Majority of positive cases recorded so far are between 29 and 49.


He said: “The core morbidity of the fatalities we have had to COVID-19, 70% of them have hypertension, or diabetes, and the rest were kidney disease, HIV, cancer, tuberculosis and other sundry challenge.

“A finding from the analysis of the death patterns shows 70% to 30% for male and female around that ratio and about 70% fatalities were persons who are 60 years old while majority of positives were between the ages of 29 and 49; those are the most active ages in life.”

As at Thursday night, Nigeria had recorded 6,677 confirmed cases of Coronavirus.

As part of Ogun State’s COVID-19 Agricultural response plan to support private food production and processing locations in Ogun State, the Fisheries and Aquaculture Team of the Ogun State Ministry paid a scheduled visit to Oyan Dam, an Aquaculture/Fisheries Value Chain location in Abeokuta North Local Government, On Tuesday, 19th May 2020.

One of the private investors in Aquaculture Value Chain at Oyan Dam, has the largest tilapia fish farm in Nigeria with a production capacity of 10million tilapia fishes to serve local and international markets. The farm is a key partner to Ogun State Government in the State’s all-inclusive response to envisaged COVID-19 induced food security challenges.
This private sector led food security location is being supported by Ogun State Ministry of Agriculture on fisheries value chain coordination, demand creation and technical issues.

The Ogun State Ministry of Agriculture will continue to support all food production and processing locations to enable them continue to play enhanced roles in Food Security and Job Creation during this pandemic period.

PMB Has Approved The Termination Of The Appointment Of Prof Charles Uwakwe As The Registrar Of NECO and Three Members.

The President also dismissed four members of the management for various offences bordering on financial impropriety.

Prof. Charles Uwakwe had been suspended since May 2018 by the Federal Government over alleged financial mismanagement and abuse of office.

Mr Abubakar Gana was appointed as the acting Registrar.

Uwakwe and some top officials allegedly awarded contracts in the council to the tune of N25billion without following the due process.

NECO in a release on Wednesday confirmed that the suspended registrar had been relieved of his appointment by the President, while four members of the management had also been dismissed.

The President’s directive was conveyed in a letter, dated May 11, and signed by the Permanent Secretary of the Federal Ministry of Education, Sonny Echono, on behalf of the Minister of Education, Adamu Adamu, which said Uwakwe was accused of violating the Public Procurement Act (2007) and pursuant to PSR 030402 and Part 1 schedule 4 (i) of NECO Establishment Act.

Echono said, “After due consideration of the investigative panel on the allegation of unsatisfactory conduct levelled against you and some management staff of the council, Mr. President in exercise of his powers, has approved your removal as the Registrar and Chief Executive Officer of National Examinations Council with effect from the date of your suspension from duty.”

The former Registrar was also directed to hand over all the government property in his custody to the acting Registrar.

In another letter, FME/S/1419/C.3/T/98, on May 11, by the Permanent Secretary, the President approved the dismissal from service of four Management workers.

The letter partly reads, “After due consideration of the Financial Report of the Review Committee, Mr. President has approved the recommendations as follows; Bamidele Olure, dismissal from the service with effect from the date of his suspension from office having been found guilty of financial impropriety and not qualified to Head the Finance and Accounts Department.

“Dr. Shina Adetona was dismissed from service with effect from the date he was suspended from office for acts tantamount to fraudulent practices, sabotage and suppression of official records.”

Covid 19 Restrictions: FOUR ARRESTED IN ABEOKUTA FOR RIDING BIKE FROM MINNA

Operatives of the NIgerian Security and Civil Defence Corps (NSCDC), have arrested four Northern Youths who sneaked into the State from Niger State despite inter-state travel ban by the Federal Government.
Parading the youths in Abeokuta, the State Commandant of the Corps, Mr. Hammed Abodurin, said they were intercepted at Oke-Ilewo, Abeokuta at about 10:30 Tuesday for violating the State lockdown rules and for being in the public without using face masks and riding unregistered motorcycles.
Abodurin said, "further interrogation showed that the youths who are from Niger State with their motorcycles. They claimed to have boarded a truck conveying foodstuff from Kotangora to Lagos, alighted at Ogere and continued the journey with their motorbikes to Abeokuta where they were arrested".
The Commandant condemned drivers for using their trucks meant to convey food items to bring in people who do not have fixed addresses and means of livelihood to State.
He added that they would be handed over to the State Mobile Court for violating the lockdown and ban on inter-state travel for appropriate sanctions.
He decried the non-challant attitude of the people for not obeying the sit-at-home order, but still move within the State, calling on his men to be vigilant and arrest violators as part of their efforts to curb the pandemic in the State.
Also speaking, the Special Adviser to the Goverrnor on Security, Retired Assistant Inspector General of Police, Sola Subair, reiterated the commitment of the government to protect the people at all times as well flatten the curve of the COVID-19 pandemic.
He warned that any person or group of people who enter the State, especially during this period of inter-state travel ban, would be returned back to their State.
Also, Mr Kunle Somorin, Chief Press Secretary to Governor Dapo Abiodun said no matter where they hide or the means: air, road or through subterfuge, like in this case, by which these lawless people try to enter Ogun State, our law enforcement agencies would fish them out.
Responding to questions from newsmen, one of the youth, Ayuba Musa, aged 27, denied knowledge of the lockdown in the State and the ban on inter-state travel, saying they came from Niger State as a result of hunger to Abeokuta to make a living.
Others arrested are, Luda Joshua, 26, Amos Ibrahim, 25 and Samuel John, 30.

Interior Minister: Visas of 15 Chinese Doctors Invited To Nigeria Have Expired

The minister of interior, Ogbeni Rauf Aregbesola, has disclosed the expiration of the visas for the Chinese nationals invited to Nigeria in April. Mr Aregbesola made this known at the daily briefing of the Presidential Task Force (PTF) on COVID-19 on Tuesday.

The Interior Minister, while responding to questions from journalists, said the 15 nationals came on a 30-day Visa from Beijing, the capital state of China.

According to him, the experts, whose visit was sponsored by the China Civil Engineering Construction Corporation (CCECC), have been stuck in Nigeria because of the travel restrictions.

“They are here on the bill of CCECC, a Chinese company working in Nigeria and doing some projects.”

“They came on a 30-day Visa issued in Beijing and I don’t think I need to tell you why they are here. They are still here not because they have not completed their job but because there is a restriction on travels in Nigeria occasioned by the protocol of COVID-19 team,” Mr Aregbesola said.

The Chinese experts, who arrived on April 8, 2020, have been one of the subjects of controversies among Nigerians because the COVID-19 pandemic was first discovered in Wuhan, a small city in China.

The Presidential Task Force on Coronavirus response has asked businesses, offices, professional bodies, places of worship and educational institutions, awaiting reopening to use the additional two weeks to plan and adopt new strategies under a COVID-19 era in line with the guidelines, for the new life ahead.

Chairman of the PTF COVID-19 and Secretary to the government of the Federation (SGF), Boss Mustapha, speaking at the daily briefing on Tuesday, also urged Nigerians to prepare for “behavioral change” which he said ” is a must for every citizen because COVID-19 has changed the world completely”

Mustapha who assured that the PTF COVID-19 is committed and determined to continue to provide the required leadership for this national response, added that in the coming days, intense consultations will be deepened with different segments of the society including the state governments, security agencies, religious and community leaders to ensure a coordinated implementation of the measures.

He reiterated that specific directives have been issued to security agencies to strictly enforce the measures, and admonish Nigerians to please observe the restrictions in full.

He also assured essential workers such as the frontline medical personnel, the media, the environmental health workers, farmers and agro-related service providers, oil and gas services, aviation, the power sector, amongst others that they will be adequately protected.

“Your obligation is to always carry a valid means of identification.

“I am happy to inform you that our risk communication strategy has been enhanced by the Public Relations Consultants Association of Nigeria (PRCAN).

“The professional body has offered the services of its members pro bono to the PTF, in order to strategically and effectively communicate with more Nigerians on the pandemic.

Mustapha said the PTF will leverage on existing community structures and assets right down to the ward level to push through a massive public awareness campaign aimed at ensuring voluntary community engagement and ownership of the fight, consistent with its community engagement strategy,

He reminded all Nigerians that the ravaging force of the virus does not discriminate on the basis of status, creed, political persuasion, profession or where you come from.

“Now is the time to avoid any distraction from whatever quarters and all hands must be and remain on deck. On our part, we assure Nigerians of our commitment to accountability, diligence and probity.”

Premier League record Six positive COVID-19 tests across three clubs

There were six positive tests for coronavirus across three Premier League clubs on Sunday and Monday, as the top flight prepares to resume next month.

This could affect preparations for Premier League return next month after clubs have been granted the permission to resume training.

According to reports in BBC, the players or staff who have tested positive from the 748 total tests conducted identities have been hidden but they will now self-isolate for the next seven days.

An official statement was released by the League management but still fail to give full information about the players or staff.

"The Premier League is providing this aggregated information for the purposes of competition integrity and transparency," the statement reads.

"No specific details as to clubs or individuals will be provided by the league and results will be made public in this way after each round of testing."

The Premier League fixture schedule is yet to be decided but the aim is for Arsenal to return to playing matches in mid-June

Arsenal could find themselves at an early disadvantage when the Premier League season resumes as the league makes plans for rearranged fixtures in the schedule.

The Gunners are one of four teams to have played one match fewer than the rest of the division following Manchester City's victory in the Carabao Cup final.

Arsenal's rearranged fixture against City was the first to be postponed due to the coronavirus outbreak and the timeframe for slotting that match into the schedule is tight.

Premier League clubs are returning to training this week after agreeing to the protocols put in place but full team training with contact sessions is not yet in place.

The restart still has a number of hurdles to overcome over the course of the coming weeks ahead of the proposed restart date of mid-June, which could then see matches played until the end of August and the start of the 2020/21 season delayed.

Full plans for the schedule are yet to be approved and confirmed but Arsenal may find themselves at an early disadvantage as Premier League chief executive Richard Masters has suggested that postponed matches should be played from the earliest date, meaning Arsenal's fixture against City could be played sooner rather than later.

"It is a relatively normal occurrence for, at this stage of the season, there to be displaced matches that have to be played," he Said. "But I think it is a good idea to prioritise games that have to be played first relatively early in the schedule."

The Premier League has renewed confidence around their resumption plans following the successful return of Germany's Bundesliga at the weekend, which was the first of Europe's top leagues to return.


Lagos State Governor List Conditions Churches And Mosques Must Meet To Reopen

Lagos State government has revealed that businesses and worship centres will soon reopen if they meet certain conditions.

Governor Babajide Sanwo-Olu, raised the hope on Sunday. Sanwo-Olu said pending when those conditions are met, “the status quo will remain.”

The state, which is the epicenter of the virus in the country, has been under lockdown and lately restrictions and curfew, to prevent the spread of Coronavirus.

The governor spoke at the Government House in Marina during an update on the state of affairs with the management of COVID-19.

He said: “We are reviewing and considering how the phased unlocking will happen. If we see huge level of compliance, then it can happen in the next two to three weeks. If not, it could take a month or two months. It is until we are sure all of these players are ready to conform to our guidelines,” the governor said

From this week, he added, work would proceed fast towards reopening of the state’s economy adding that the government would embark on what he described as “Register to open.”

As the government is weighing the options, on the next line of action, the Lagos Chamber of Commerce and Industries, (LCCI), unveiled the report of a survey it conducted on the effect of the lockdown on the economy of the state.

The report indicates that 81per cent of businesses have been “severely affected” by the COVID-19 lockdown with a mere 17 per cent indicating moderate impact on their business.

Sanwo-Olu, who announced that the 10 Government House workers who tested positive for Coronavirus had all been discharged and back at their duty posts, further explained how the reopening process would be.

“We are at a level where we are reviewing the other arms of the economy. In the coming days, we will be starting what we call Register-to-Open, which means all players in the restaurant business, event centres, entertaiment, malls and cinemas will go through a form of re-registration and space management.

“There is a regulation that will be introduced to supervise this move. We will be coming to their facilities to assess their level of readiness for a future opening. I don’t know when that opening will happen in the weeks ahead, but we want these businesses to begin to tune themselves to the reality of COVID-19 with respect to how their work spaces need to look like.

“For us, it is not to say they should re-open fully tomorrow or any time; there has been a process guiding the re-opening. We will be mandating Lagos State Safety Commission (LSSC) and Lagos State Environmental Protection Agency (LASEPA) to begin the enumeration process and the agencies will be communicating with all relevant businesses and houses in the days ahead. I must, however, caution that this should not be misinterpreted as a licence for full opening; it is certainly not. The State’s economy is not ready for that now.

“Similarly, places of worship we would be going and working with them as much as possible to see their level of preparedness ensuring that we keep as much space, in the event that we will be unlocking them in future”

Although the governor did not give specific time for the lifting of the lockdown, he however said it could be two, three weeks to one month time.

He said there would be a gradual phasing off of the lockdown because the economy of the state cannot be shut down for too long; but that “there has to be a process towards unlocking the whole place.”

Business hitherto excluded from the easing of the lockdown in the past one week, like hospitality, events, entertainment, malls etc, will re-register to open, a process that will enable the government to ascertain their level of preparedness for reopening in a few weeks.

The government, he said, will visit religious houses to determine their level of preparedness and compliance with social distancing regulation and use of facemask and other precautionary measures as the lockdown is being gradually phased out.

Sanwo-Olu said officials from the LSSCLASEPA will be visiting restaurants, companies, religious houses to assess their level of readiness.

“There is a regulation that will be introduced to supervise this move. We will be coming to their facilities to assess their level of readiness for a future opening. I don’t know when that opening will happen in the weeks ahead, but we want these businesses to begin to tune themselves to the reality of COVID-19 with respect to how their work spaces need to look like. “For us, it is not to say they should re-open fully tomorrow or any time; there has been a process guiding the re-opening.

According to him, the government had seen some encouraging levels of compliance at the open and food markets which needs to be improved upon while the contrary is the case with the yellow buses and interstate movements which he said the government would be looking into.

Sanwo-Olu said his government has approved special preference for the elderly of 60 years and above, beginning from this week, to be attended to in the banking halls, shopping malls and open shop between the hours of 9am to 10.30am before others will be allowed in to transact their businesses.

According to the figures there are 226 new cases Of COVID-19 in Nigeria taking the total number of infections since the pandemic hit Nigeria to 6,401.

COVID-19: Minister Of Health Tells Nigerians To “Prepare For The Worst”

The Minister of Health, Dr. Osagie Ehanire, has told Nigerians to prepare for the worst, even as the Federal Government works to contain the spread of COVID-19.

The Minister urged health workers and citizens to do their best to learn more about coronavirus, even as President Muhammadu Buhari extends the easing of restrictions in Lagos, Ogun and FCT.

“It is of great importance that we – members of the health sector and citizens, endeavour to use this period to dedicate efforts to strive for the best, but also prepare for the worst.

“As we learn more about coronavirus every day, we must be ready to adjust our strategy, based on knowledge and evidence,” Ehanire said.

Reps Speaker, Gbajabiamila To Face Impeachment Over ‘Infectious Disease Control Bill’

Nigerian Pilot reliably gathered that the recent face-off between the leadership of the House led by Gbajabiamila, the state governors and former Speaker of the House and now governor of Sokoto state, Hon. Aminu Tambuwal may cause Gbajabiamila his seat if not properly handled.

According to the source, the governors who are allegedly not happy with the way the House of Representatives responded to their advice that the Infectious Disease Control Bill be “stepped down” until proper consultations are made, are mobilising against the Speaker who is the lead sponsor of the Bill.

The source further disclosed that the governors at a recent meeting in Abuja had “secretly” agreed to push for the Speaker’s impeachment through their various representatives at the green chamber.

He said some of the governors openly accused the Speaker of being “arrogant” in his approach to “national issues” a development they said should be checked to maintain the cordial relationship between the Legislature and the Executive.

Speaking further, the source stated the governor of Sokoto state, Hon. Aminu Tambuwal’s loyalists who felt slighted that the governor was accused of misleading and misguiding other members of the Governors Forum are also “spoiling for war”.

He said some members of the House already have grudges against the Speaker over allegation of overbearing especially in handling the donation to the fight against the coronavirus also known as COVID-19.

It was also alleged that the Speaker has been making frantic efforts to get his political godfather to rally the governors to shelve their plans and create an avenue for dialogue.

It would be recalled that the governors operating under the aegis of Nigeria Governors Forum, NGF had recently urged the National Assembly to step down the proposed Infectious Disease Control Bill, 2020 introduced by the House of Representatives until an appropriate consultative process is held.

Chairman of the Forum, Dr. Kayode Fayemi who is also the Governor of Ekiti state had in Communiqué at the end of the Forum’s eight teleconference meeting added that the consultation must include a public hearing to gather public opinion and concerns on the proposed Bill.

However, responding to the advice by the Governor’s Forum, the House of Representatives said it does not legislate for the states and therefore should not be “cowed” from doing its Constitutional responsibility.

The spokesman of the House, Hon. Benjamin Kalu in a statement regretted that Hon. Aminu Tambuwal who is a former Speaker of the House stood a better position to rightly inform the Governors Forum but failed to do so.

Hon. Kalu went ahead to call for the disqualification of Tambuwal who is also the Governor of Sokoto state from a proposed consultative meeting with the Nigeria Governors Forum accusing him of being biased towards the Infectious Disease Control Bill insisting that Tambuwal misled and misguided the Forum into asking the House to step down the Bill.

“We assume that his position was informed by his well-known personal and partisan opposition to the emergence of the current leadership of House led by Hon. Femi Gbajabiamila considering his obvious stance in 2015 and 2019,” he stated.


COVID-19: Governor Yahaya Seek FG Support, asks FG, NCDC to count Gombe out of total lock-down

Governor Muhammadu Inuwa Yahaya of Gombe state has called on the Federal Government, National Center for Decease Control (NCDC), and other authorities in the country to count Gombe out of total lock-down.

The governor stated this during a courtesy visit by the ministerial team on COVID-19 pandemic which was in the state to access situation around the COVID-19 and the mass death incident in some northern states.

According to him, Gombe cannot go hundred percent lockdown: “Because we are ordinary people 70-80% of our people are innocently living in our villages. We would not have gotten into this if our borders were controlled and properly manage.

So, totally lock-down is not an option for us, because a large percentage of the people are local farmers, who must go to farm especially now that the rainy season has set in. He further disclosed that it is almost impossible: “From day one, personally, I objected to the idea of total lock-down because of the situation of our people”.

While seeking for financial and other support in the fight against the COVID-19 pandemic in Gombe, Governor Yahaya said: “We will align with you (NCDC), financially, give us the support, tell the Ministry of Health to come to our aid. Tell the Ministry of Finance, I know through the Governor’s Forum and the NNPC, there is a lot that is coming.

I hope it will come as soon as possible so that we will join hands. So far, not even one kobo came from the Federal Government in order to support Gombe State out of this pandemic,” the governor added.

He further stated that: “By my observation, we may be in this pandemic for a long time before halt, because this thing has no date of ending, so, we must learn to put people to manage the situation and live with it and do the correct thing as a government and in order to give whatever is required”.

According to the leader of the delegation Dr. Nasiru Sani Gwarzo who had earlier commended Gombe state for setting up what he called a well-assembled team on the fight against COVID-19 even before the onset of the epidemic in the state, there is a potential risk attached to the relaxing of a partial lockdown placed by the state government.

He said: “There is the potential risk of a second wave for relaxing the lockdown, which the Gombe State Government was gradually easing because of the progress being made in the number of infections. Consequently, there is a need to prepare for it, as well as ensure it does not reoccur

Arsenal Confirm They Will Deal With Lacazette Internally After Concerning Video Emerges On Social Media.

It must be a maddening time for clubs, as they try to deal with so many issues off the pitch as well as trying to keep on top of their players too.

They confirm he’s been caught on camera inhaling something from a balloon, while also pointing out he was spoken to by the club in 2018 after a similar incident where he was caught inhaling nitrous oxide.

It’s not a good look for Arsenal, and the report confirms that the club will be dealing with Lacazette internally. It’s not clear what the punishment will be at this point, while they also state the player is yet to make a statement, so it’s worth keeping an eye on this.

Gunners have agreed a deal with Paris Saint-Germain for the transfer of the French left back Layvin Kurzawa.

Arsenal have been in contact with the left back in recent days as Mikel Arteta's side club look to strike a cheap deal for the defender.

And according to France Football, The 27 year old French international will arrive at the Emirates in the summer after agreeing a five-year contract with the London club.

His current contract with PSG expires in the summer meaning he will arrive on a free transfer at the Emirates stadium.

The speedster left-back will provide cover for summer signing Kieran Tierney and Sead Kolasinac who have both suffered with injury problems this term,with the latter producing inconsistent performance.

The North Londoners technical director Edu’s close relationship with the player’s agent Kia Joorabchian is said to have played a part in agreeing a deal.

Other reports in France suggested PSG had been willing to sell the 27-year-old this month but Arsenal would need to pay around £6m.

And with finances tight at the Emirates due to the Corona virus pandemic, it seems that Arsenal have opted for the cheaper option of waiting until the summer.

Mikel Arteta's side already have another French player arriving at the end of the season having previously agreed a deal with St-Etienne for the transfer of William Saliba.

One defensive player who could be on his way out of the club this month is Shkodran Mustafi.

REMARKS BY THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION/CHAIRMAN OF THE PTF ON COVID-19 AT THE NATIONAL BRIEFING OF MONDAY 18TH MAY, 2020

I welcome you to the National Briefing by the Presidential Task Force (PTF) on COVID-19 for Monday, 18th May, 2020.

2.​Today’s briefing is significant as it provides us an opportunity to assess progress made in the first phase of our three-pronged strategy and communicate Mr. President’s directive on the next step of our National Response to the COVID-19 pandemic.

3.​At the commencement of our national response, we informed Nigerians that the COVID-19 pandemic is the greatest public health challenge of our generation.

4.​The PTF also developed a multi-sectoral national response bearing in mind the fact that we were traversing uncharted territories and that there was no cure for the virus.

5.​As at date, the President has addressed the nation three times, to underscore the seriousness of the situation. On each of those occasions, he pronounced measures aimed at containing and controlling the spread of the disease.

6.​Some of these measures introduced in phases and modified as we progressed, include lockdown of specified high burden areas, travel ban, nationwide curfew, as well as advisories aimed at escalating our infection, prevention and control strategies.

7.​In the national broadcast of 27th April, 2020, Mr. President announced a phased and gradual easing of the lockdown in Lagos and Ogun States as well as the Federal Capital Territory along with additional nationwide measures aimed at ensuring that our economy continued to function within the limiting constraints posed by COVID-19 pandemic.

8.​While maintaining a delicate balance between safety and economic survival in a precarious situation, Mr. President focused on achieving the following:
i. Ensuring that socio-economic difficulties experienced during the total
Lockdown were alleviated without compromising safety;
II. Allowing the Healthcare sector to continue preparing the identified metrics needed to manage the response and any potential future outbreak nationwide; and
III. Increasing the sensitization of the populace and empowering communities to start driving the response through taking personal responsibility by adhering to stated guidelines.

9.​Achieving the foregoing objectives was predicated on adherence to the guidelines issued by the PTF COVID-19, adaptation and cooperation by the States, ownership by communities as well businesses, professional bodies, labour leaders, faith-based organisations, traditional rulers and particularly, individuals taking responsibility.

10.​The PTF continued to assess the level of compliance with the guidelines which came into effect on 4th May, 2020. While emphasising ownership, we consistently shared some aspects of the assessment during our daily national briefings pointing in the general direction of non-compliance.

11.​Nevertheless, we are pleased to inform you that measures put in place yielded sufficient progress that requires consolidation to ensure that the health system and economy are in a position to adequately respond to any potential outcomes in the future – including a secondary outbreak.

12.​The gradual re-opening of the economy has been sign-posted by the controlled opening, and increased access to markets and supermarkets, Banks and other income
yielding activities for the vulnerable population. Similarly, Corporations and Government offices partially opened their operations and services so as to facilitate the activities of other sectors.

13.​Some manufacturing, construction and allied sectors also resumed. All these sectors ensured that adequate infection mitigation measures were put in place.

14.​In recognition of the global impact of COVID-19 on economies and the need to stimulate and positively turn around our economy, the Federal Government has been implementing various stimulus packages offered to businesses and state Governments through the CBN. These include:
i. Reduction of interest rates from 9 percent to 5 percent for all CBN intervention facilities;
ii. Restructuring of loans to longer tenors for all companies whose businesses are adversely impacted by COVID-19;
iii. N50billion facilities to household and businesses adversely impacted by COVID-19 through NIRSAL Micro Finance Bank;
iv. N100bn facility to Pharmaceutical and health sectors companies to retool their businesses;
v. N1 trillion facility to Agric and Manufacturing companies to expand and set up new factories; and
vi. Suspension of repayment of all state government loans for one year to give states ample financing room to pay Salary

15.​Within the two weeks of phase One of the eased lockdown, the following accomplishments were also recorded:

i. Increase in the number of laboratories in the COVID-19 network from 15 to 26;
ii. Additional 15,558 tests were conducted in the country (with a cumulative total of 35,098 tests and the number of tests per million increasing from 50 to 154;
iii. Increase in the number of trained personnel to 11,409 health workers thereby boosting capacity for case management;
iv. Procurement and distribution of additional personal protective equipment and ventilators across the country;
v. The doubling time of the virus has slowed down from 7 days to 11 days;
vi. The number of beds available for isolation and case management increased from 3500 to 5000 beds nationwide;
vii. The efficiency of the identification, testing, evacuation, and isolation process for confirmed cases has increased; and
viii. progressive improvement in capacity of the health system to respond to the outbreak.

16.​In mobilising all sectors and communities to take individual and collective responsibility in the fight against the pandemic in our National Response, the PTF-COVID-19 remains highly appreciative of the efforts of the private sector, public spirited Nigerians, corporate organisations, the armed forces, intelligence and security community, the media, as well as the International Community for their unquantifiable support in the battle against the COVID-19. The response has been overwhelming and encouraging.

17.​ Last week, the Office of the Accountant General of the Federation introduced the transparency dimensions in the management of certain components of financial donations by publishing the receipts in the newspapers. I, in addition, explained the processes for other components so that Nigerians can be assured that accountability remains the hallmark of this administration and the PTF. All monies donated are safe and secure and would be judiciously utilised and accounted for.

18.​ Ladies and gentlemen, the outcomes of the first phase of the eased lockdown have been mixed. While some objectives were met, our assessment showed that non-compliance was rampant but the PTF nevertheless continued to persuade the populace through its messaging and daily briefing, on the need to take responsibility.

19.​ As I mentioned on Thursday, May 14th, 2020, the PTF briefed the Federal Executive Council and the National Security Council on the progress made and the challenges. It has similarly submitted its report to Mr. President at the conclusion of this phase on Sunday 17th May, 2020.

20.​ The PTF considers it important to let you know that it has relied largely on science, statistics, lessons learnt from other parts of the world and an evaluation of our peculiar circumstances to draw its conclusions on the outcome of the last two weeks. For example, our surveillance, infection prevention and control activities identified nine high burden local government areas in the federation reporting high number of cases and accounting for 51% of the total number of infections in the country. All the nine are densely populated local government areas nationwide.

21.​We have also seen that though Nigeria’s caseload still lags behind several other countries, our large population and relatively high degree of mobility and urbanisation (50%) places us at an increased risk for high transmissibility. Therefore, our consideration of ease of restrictions has to balance lives and livelihoods and the slow and gradually phased approach should be science and data driven.

22.​ To arrive at our final recommendations to Mr. President, we objectively and frankly interrogated certain critical factors and wish to inform you as follows:

i. Is the transmission of the virus under control: –
Measures put in place have collectively slowed down the transmission of the Virus e.g. elongating the doubling time which has changed from 7 to 11 days;
ii. Is the health care system equipped to detect, test, isolate and treat every case and trace every person who came in contact with a positive case: Health care system has been better equipped to detect, test, isolate and treat every case, and trace every person who came into contact with a positive case with the increase in the number of laboratories from 15 to 26; ramping up of testing to a cumulative total of 35,098;

iii. Are outbreaks minimized in special settings like health facilities and Nursing homes: Though we have recorded infection of a number of medical personnel in our facilities, which is not peculiar to Nigeria, we have increased their training in care management and provided additional Personnel Protective Equipment (PPE);

iv. Are there measures in workplaces and schools to prevent the spread of the virus: With the gradual reopening of workplaces, markets, schools, etc, prescriptions have been made for the prevention of infection and spread of the virus;

v. Are the risks of importing more cases from outside the country being managed: The risks associated with importation has been seriously minimised with the ban flights, closure of borders and the mandatory 14 days quarantine for any one arriving Nigeria; and

vi. Are local communities educated, engaged and empowered to adjust to the ‘new norm’: Engagement with communities and other stakeholders has now become the new focus of our strategy
23.​The inevitable conclusion of the PTF, is that the fight against COVID-19 is long term as the virus is not likely to go away very soon. This is further underscored by the fact that no vaccine is expected till around the end of 2021. Nigeria is not where we wish to be in terms of control, ownership, infrastructure and change of behavior. We must do more.

24.​ Last week we hinted about the refocusing of our policy on community ownership. Going forward, we shall intensify the mobilization of individuals, especially the communities to take ownership of this fight. This will be accompanied by a corresponding development of infrastructure and other Public health measures to be undertaken in every community and at every phase of the response. These include: surveillance, case finding, testing, isolation, tracing and quarantining contacts.

25.​ Ladies and gentlemen, the reality is that in spite of the modest progress made, Nigeria is not yet ready for full opening of the economy and tough decisions have to be taken for the good of the greater majority. Any relaxation will only portend grave danger for our populace. 26.​Advisedly, the current phase of eased restriction will be maintained for another two weeks during which stricter enforcement and persuasion measures will be pursued.

27.​ The two weeks extension of Phase one of the eased restriction is also to enable other segments of the economy prepare adequately for compliance with the guidelines, preparatory to reopening in the coming weeks. For the PTF, we share your pains but our future is in the hands of every Nigerian and future decisions will depend greatly on our compliance.

28.​ Based on the recommendations of the PTF, Mr. President has approved the following:
i) ​The measures, exemptions, advisories and scope of entities allowed to reopen under phase one of the eased locked down, shall be maintained across the federation for another two weeks effective from 12 00 midnight today (18th May, 2020 to 1st June, 2020);
ii) ​intensifying efforts to “tell (communicate), trace (identify) and t
reat (manage)’ cases;
iii) ​elevating the level of community ownership of non-pharmaceutical interventions;
iv)​Maintain the existing lockdown order in Kano for an additional two weeks;
v)​Imposition of precision lockdown in states, or in metropolitan/high-burden LGAs, that are reporting a rapidly increasing number of cases, when the need arises. This would be complemented with the provision of palliatives and continued re-evaluation of the impact of the interventions; and
vi)​Aggressive scale up of efforts to ensure that communities are informed, engaged and participating in the response with enhanced public awareness in high risk states.

29.​ Specific implementation guidelines would be communicated by the National Coordinator during this press briefing and would be circulated through the conventional and social media.

30.​ For sustainability of the gains recorded, the PTF shall continue to support states by developing guidelines to shape decision-making for future steps in the response and aggressively scale up efforts to ensure effective community information.

32.​ It is believed that these steps will help consolidate the gains made so far, and position the country to effectively overcome the pandemic.

33.​ In the interest of our nation, the role of the States and Local Governments remain critical to success. The PTF shall engage with the States on the effective implementation of these guidelines. This morning, I participated in a virtual conference between the President and the Nigeria Governors Forum and the subject of collaboration was robustly discussed.
34.​ As contained in the address of Mr. President on 27th April, 202, State Governors are reminded to align their state specific measures with the guidelines issued by the Presidential Task Force.​

35​. The level of compliance has been reviewed and a specific directive has been issued to the security agencies to carry out strict enforcement of all measures. These include the nationwide curfew from 8.00pm to 6.00pm; the ban on interstate travels and the wearing of facemasks/coverings in public.

36.​ The security agents are however urged to be mindful of the human rights of citizens, while citizens are equally urged to recognize the dangers posed to self, their loved ones and the entire community if they fail to take responsibility.

37.​ Let me state categorically, that the exemptions allowed under the phase one are still in place. Particularly, Government remains conscious of the fact that we are in the rainy season and farming activities is critical to food and national security. It should therefore, not be hindered.

38.​ I therefore urge States and Security agencies to support, encourage and allow our farmers to carry out their activities.

39.​ We wish to appeal to all Nigerians to show understanding, demonstrate patriotism and take responsibility. Humanity is in great peril and we are all in danger. Most importantly, we repeat our call on all Nigerians to please STAY HOME and STAY SAFE​
40.​ I now call on the Hon. Minister of Health and the DG NCDC to update the nation while the National Coordinator presents the new guidelines.
