The club legend has told the Gunners to overhaul their recruitment policy to become more competitive in the Premier League
Arsenal legend Tony Adams believes that the club face losing Pierre-Emerick Aubameyang during the summer transfer window and claims that their current transfer policy will prevent them from challenging for the Premier League crown.

The Gunners presently lie ninth in the standings, with the season still on hold due to the ongoing coronavirus pandemic.

Osimhen has attracted interest throughout Europe after scoring 18 goals in 38 appearances during his breakthrough season in France. The 21-year-old sat joint-fourth in the Ligue Un goalscoring charts, level with Neymar, before the season was curtailed due to the global pandemic.

 

Osimhen had impressed enough to be named as a ‘priority’ target for Man Utd this summer, while Inter Milan are among the continental clubs keeping a watchful eye on developments. Liverpool, Chelsea and Tottenham have all also been linked but are unlikely to have been behind the reported £75m bid Lille have received for the Nigerian. French outlet Telefoot suggest an unnamed side has completely ignored the fact that literally no-one has any money by bidding for Osimhen’s services.

Liverpool are almost certain not to be the club in question after it emerged that they were planning for a second successive summer of no major signings due to the current financial situation. The Reds had hoped to pursue Timo Werner and Houssem Aouar of Leipzig and Lyon respectively, but are now ‘budgeting for the loss of income’ and ‘now look virtually certain’ to spend nothing.

United can also perhaps be ruled out due to Ed Woodward’s recent comments concerning the transfer window. Odion Ighalo believes his compatriot is “the future of Nigerian football” who “has that lion’s heart”. “I talk to Osimhen, he’s a very nice boy, young, he’s a good guy". We talk, not almost every day, but almost every time I advise him.

He’s the future, he’s going to do so well in football. I always advise him to keep calm, keep working hard and the guy is going to be a celebrity, you know. “I love him, I just want him to keep working hard the way he’s doing, he’s going to break so many records in Europe and Nigeria.”

“Amotekun May Die Prematurely With Shittu’s Appointment” – Osun PDP

The Osun State Chapter of the Peoples Democratic Party has faulted the announcement of an “Osun Apc chieftain”, Comrade Amitolu Shittu as Director General of Amotekun in the state, adding that the security outfit may not succeed in the state.

The party also explained that the security outfit was created to tackle growing insecurity in the South West and should not be used to ‘compensate some idle chieftains of the All Progressives Congress in the State at the expense of the masses.

A release on Tuesday by its State Chairman, Mr. Olasoji Adagunodo on Tuesday  the PDP agreed that the Governor was at liberty to find jobs for his ‘idle boys and party members but certainly not in exchange for security of lives and properties of residents of the State.’

“This advice is necessary in view of unauthorized appointment of political supporters of the governor and his party members without recourse to the edict that established the Amotekun outfit or the approving authority which is the State House of Assembly .

“The PDP chairman noted with concern that the Amotekun may be heading for the rocks if technical handlers of the outfit are highly partisan persons which the appointment of Mr Amitolu seems to portend and represent. The appointment according to Osun PDP, patently runs foul of the state House of Assembly legislation establishing Amotekun in the state, either in title or descriptive stipulations of persons suitable for such appointment.

“For the avoidance of doubt, members of the public should take note of these clear stipulations in the law establishing Amotekun in Osun State:

1. Amotekun Agency to be headed by a Corps Commander who shall have proven knowledge and relevant experience in security matters and his appointment is subject to the confirmation of the State House of Assembly (HOA).

2. Amotekun Corps Command Management Team which shall be headed by the Corps Commander, to be assisted by Deputy Corps Commander, Adminstrative Commander, Operations Commander, Investigation Commander and Field Commander.

3. Amotekun Governing Board who shall be headed by a Chairman with proven integrity and experience in security matters.

4. Amotekun Corps who shall be enlisted from members of the vigilante etc.

5. Amotekun Corps Ambassador, who shall be either a traditional ruler among the Council of Obas or pool of prominent indigenes of Osun who shall be responsible for mass orientation, awareness, campaign and drawing community supports for the Agency.

6. Independent Amotekun Corps Complaint Board to handle complaints of misconduct, human rights abuses, abuse of power etc. against the corps.

7. Amotekun Administrative Complaint Panel to handle complaint against the Body generally.

“In the light of the above, the PDP argued that the appointment of a Director General announcement as well as the express directive contained in the appointment as announced by Mr governor, asking Amitolu Shittu to resume work immediately as Amotekun Director General in the state was not only self serving but alien to the Laws that established Amotekun in Osun State which he said “is null and void, ultra vire and of no legal effect whatsoever.” A part of the statement read.

Senate approve Buhari’s N850b request:

In line with Femi’s observation, getting some people to share a viewpoint with government is like forcing a horse to the river for a drink. Those may even take a further step away by misinforming others, oftentimes deliberately. This is a familiar scenario in our polity of late. It is scary, but one has to expect it from our adversarial politics.

The Senate at a special plenary on Tuesday, 28th April, 2020, gave its approval to a request by the executive to borrow N850 billion from the domestic capital market. 

Senate had to break its suspension of plenary over the COVID-19 pandemic for the special session. This was because of the urgent need to provide legislative support to the Federal Government in tackling the pandemic and its socio-economic fallouts in Nigeria. Since its surreptitious arrival late last year in a corner of the globe, the ruthless virus has indiscriminately spread death and misery across the world, making nonsense of every plan of government and society in general for 2020 and the immediate future.  One of the most affected plans here is the 2020 Budget. Ironically, that budget was passed in earnest and with great enthusiasm last year by a National Assembly determined to institutionalize a new January-December fiscal cycle to improve the performance of our annual budgets.

At that special session of the Upper House on Tuesday, the Senate President, Ahmad Lawan, acknowledged four communications from the Executive. But the one that has quite understandably been of most public interest is the request for approval for the N850 billion borrowing plan from the domestic Capital Market.

The focus of this piece is not to debate the desirability or otherwise of the borrowing plan. Instead, it is to put the record straight and correct the misconception or distortion in the communication that the Senate approved a fresh loan request by the Executive. No, the Senate did no such thing!

The obvious intention of the purveyors of this misinformation is to solidify their mischievous caricature of the ninth Senate as a rubber stamp legislative chamber. Whatever is stated here will not dissuade such people but will at least set the record straight and alert the unwary to their recurrent mischief.

Of course, the ninth National Assembly is unapologetic about its commitment to working in harmony with the other arms of government in the overall best interest of the people they represent. Yes, this is a guiding philosophy of the Federal lawmakers. It is evident that there are people who are not comfortable with cooperation among arms of government, perhaps because of their understanding of the concepts of independence of the institutions and separation of powers. Some see democracy in action only when the arms and officials are fussing and fighting over every issue.

The N850 billion loan request was, infact, approved by the National Assembly long ago as part of the 2020 budget. President Muhammadu Buhari’s letter to the Senate President, dated 24th March, 2020, clearly referenced this fact. The president, in his letter, reminded the Upper Chamber that the 2020 Appropriation Act provided for N1.594,986,007,544.00 of New Borrowing, comprising N744,986,007,544.00 New Domestic Borrowing and N850 billion of New External Borrowing. The letter explained that these borrowings were to part-finance the 2020 Budget deficit of N2,175,197,885,232.00.

The letter reads in part: “The Senate may wish to note that External Borrowing from the International Capital Markets increases Nigeria’s External Reserves, provides access to lower cost and longer tenured funds, as well as avoids crowding out private sector borrowers who also wish to access the Domestic Capital Market. However, recent developments in the global economic environment, as a result of the Coronavirus pandemic and decline in international oil prices, have made it less attractive to borrow from the International Capital Markets at this time.

“To ensure that there are adequate funds to finance critical projects and programmes in the 2020 Budget, I hereby seek the Senate’s approval, by resolution, to raise the N850 billion of New External Borrowing, in Naira, from the Domestic Capital Market, instead of from the International Capital Markets. However, it remains our intention to access the International Capital Markets when global conditions improve, to refinance the N850 billion of New Borrowing and optimise the benefits inherent in External Borrowing.”

The summary, therefore, is that the President only requested the approval of the Senate to vary the source of a loan which the Legislature had previously given him approval to obtain.

From this simple explanation, it becomes difficult to see how the Senate would have voted against a loan already contained in the 2020 Appropriation Act. How could Buhari have made a fresh request for a loan that is already in the 2020 Budget?

Buhari merely asked the lawmakers to allow him source the loan from the Domestic Capital Market, instead of from the International Capital Markets for which he had earlier secured their approval. Nothing more. Nothing less. So why are the critics faulting the wisdom of the Senate and its leadership in approving Buhari’s request in this critical period of battling the Coronavirus pandemic? This is certainly not the time or issue for the Legislature to pick a fight with the Executive. There is no basis for any dispute at all on this presidential request, unless we are to glamourise undue rascality. It is no secret that some people are actually waiting for such. In vain they will wait.

The Executive side has explained times without number why they are resorting to borrowing in this period. Revenue is dwindling, yet the infrastructure and other development deficits are widening. The population is expanding, increasing the demand for jobs and social services. These needs would not wait until government can generate the revenue by itself.

The coronavirus pandemic has only complicated the fiscal challenges for us here as for other countries across the world. Which is one of the reasons it made no sense to proceed with the initial plan to borrow offshore. The prediction has been strident that the world, including Nigeria, is yet again on the march to another recession.

Speaking for the Legislature, the Senate President has pledged, thorough legislative oversight of the disbursement of all monies borrowed. Following every legislative approval for any borrowing plan, Lawan unfailingly reiterated the Legislature’s demand for accountability in spending. If such a pledge failed in the past, it will not in this dispensation. The lawmakers across the aisles realise that the Executive needs the necessary legislative support for Nigeria to weather the storms buffeting us and the rest of the world and they will continue to give it without compromising the independence of their institution and oversight role.

Another prof dies in Kano

A professor of Faculty of Communication at the Bayero University, Kano, Balarabe Maikaba, died on Sunday.

A statement signed by Dr Ashir T. Inua of the Faculty said the erudite professor of Mass Communication died half an hour ago.

Dr Inua said “Inna Lillahi wa Inna Ilaihi Rajiun. Professor Balarabe Maikaba. We love you and Allah loves you more than we do. We lost you Professor. May Allah forgive your sins and accept you as His obidient servant.”

It’s still unclear if the Professor died from COVID-19 but a close source revealed he died after a brief illness.

The funeral prayers was observed after 4.00 pm on Sunday at his family house in Fagge, close to Plaza Cinema, Kano metropolis.

Buhari sacks NEMA DG, appoints AVM Muhammed as replacement.

President Muhammadu Buhari has sacked the Director-General of the National Emergency Management Agency NEMA, Engr. Mustapha Y. Maihaja.

Maihaja’s four-year tenure would have elapsed by April 2021, but his time at the disaster management agency had been dogged with series of controversies.

The sacked NEMA DG had been embroiled in crisis with his local chapter of the All Progressives Congress APC as well as the House of Representatives which accused him in 2018 of mismanagement of resources as well as inefficiency.

A parliamentary committee was put in place to investigate the release of N5.9 billion Food Intervention in the North-east, N3.1 billion Food Intervention in the same region, release of N1.6 billion for Libyan returnees, release of N1.6 billion Flood Intervention for 16 states and donation of 6,779 Metric Tons of rice by the Chinese Government.

However, a statement issued by the Office of the Secretary to the Government of the Federation OSGF, said “President Muhammadu Buhari has approved the appointment of AVM Muhammadu Alhaji Muhammed (Rtd.) as the new Director-General of the National Emergency Management Agency (NEMA)”.

According to the statement, the appointment took effect from Thursday, 30th April, 2020, for an initial period of 4 years in accordance with Section 3 of the National Emergency Management Agency Act.

“The erstwhile Director General, Engr. Mustapha Y. Maihaja has been directed to handover all official matters to AVM Muhammadu Alhaji Muhammed (Rtd.) immediately.

“The President thanked the out-gone Director-General for his services and charged the new appointee to serve with diligence and commitment”.
