LASTMA official allegedly beaten to coma by police officer while on duty in Apapa

A LASTMA official was allegedly beaten to a coma by a police officer while he was on duty in Apapa, Lagos.

According to the daughter of the LASTMA official, her father, Roland Fuludu, was beaten by SP Femi, a police officer attached to the Apapa Zone 13 of Lagos State.

She said her father objected to the police officers breaking traffic rules and collecting bribes while at it, hence the beating he received.

She claimed that SP Femi hit her father on the head several times with a baton and he lost consciousness. He was rushed to the Apapa General Hospital where he eventually regained consciousness and narrated what happened to him from his hospital bed.

Narrating the incident, the daughter wrote:

Hello everyone , I write with a broken heart as my dad who was on duty yesterday at Apapa was beaten till he collapsed by a rogue intoxicated police officer by name SP. Femi, attached to the Apapa Zone 13 of Lagos State.

According to my dad , Roland Fuludu, SP. Femi had sent a team of armed mobile policemen to the scene and a particular section of the road cordoned off while on repairs was forcefully opened and these set of rogue policemen were collecting bribes from motorists and heavy duty trucks who wished to access that lane, while “still on repairs”

However, the number 3 man of the LASTMA SQUAD I.e my dad ,posted at the “Apapa Zone 13” ,vehemently refused and checkmated the police officers.

The police officers called their irate power-driven boss, SP. Femi and updated him of the situation, he insisted on speaking to my dad. They had a heated conversation on the phone and SP. Femi threatened to deal with him.

True to his words, he got there with a team of heavily armed mobile policemen and he used a baton to hit my dad on the head severally.

He slumped to the ground, other officers who tried to help him up was chased away as seen in the video before some ROAD SAFETY officials and his LASTMA squads carried him to the car and drove him off to Apapa General Hospital.

My dad is presently in a critical condition in the hospital .I call on the LAGOS STATE GOVERNMENT, office of the LASTMA, the NIGERIAN POLICE FORCE, SEGALINK, ACP ISHAKU, and all well meaning Nigerians to look into this matter and not let SP. Femi escape.I got my dad to speak when he woke up hours later at the hospital.

How Speaker Of Lagos Assembly, Obasa, Tricked Ex-State Governor, Ambode, To Collect N350m For Five-day Conference

Obasa had written a letter to Ambode for the approval of that amount for Speakers of state Assemblies Conference.
In yet another grand corruption, SaharaReporters has uncovered how Speaker of Lagos State House of Assembly, Mudashiru Obasa, tricked former governor of the state, Akinwunmi Ambode, to collect the sum of N350m.

Obasa in the letter personally signed by him informed the ex-governor that the event would hold for five days even though he knew it would take place for only three days between Friday, August 3 to Sunday, August 5, 2018.

In a breakdown of the demand, Obasa said the money would be for the payment of flight for a minimum of six legislators per state, feeding and accommodation among other things.


However, it was gathered that there was no payment for flight for participants while some of his personal companies were also used as conduit to launder over N24m for himself.

Recall that SaharaReporters had published some list of companies owned by the Speaker being used to award contracts to himself.

Some of the companies were also listed as part of firms that received contracts for the execution of the said conference.

Some companies traced to Obasa, which are listed in the expenditure include Extremely Logistics and Cleaning Services (the company that he used to approve N17m for the maintenance of his personal resident, guesthouse and office); and Cream on Ice Service. While Extremely Logistics received over N41m, Cream on Ice Service got N13.3m.

SaharaReporters in a series of reports had exposed the fraudulent and corrupt activities of the Lagos Speaker.

While Obasa orchestrated the disbursement of N10m monthly allocation to his wife under the guise of gender inclusiveness programme for women, he had also received N17m monthly to maintain his personal residence and guest house. The Lagos Speaker had mobilised thugs with N50m in a bid to invade the Civic Media Lab office and burn down the place with anybody found there as a way of getting back at the online news publication for exposing his fraudulent activities in the Lagos parliament where he had been feeding fat on public funds.

Obasa and his group are targeting the leadership of Human and Environmental Development Agenda, a civil rights organisation promoting transparency and justice.

Three things that must be done before schools reopen - WHO

Boris Johnson has announced schools in England could reopen as early as 1 June as part of his “roadmap” plan for easing coronavirus lockdown restrictions.

On Monday the prime minister revealed in a 50-page document a proposed three-stage lifting of lockdown measures - stating that children could start returning to school in England from the beginning of next month.


The government’s is aiming for all primary schoolchildren to return to school before the summer for a month, if feasible - but the majority of secondary school pupils will not attend class until September at the earliest.

However, the phased return to full time education, detailed in the second stage of the COVID-19 Recovery Stratgey, is conditional upon evidence the reproduction (R) rate is declining before June.

Planned reopening of schools will be kept under review, with the Department of Education (DoE) confirming it will engage closely with schools and early years providers, to develop guidance on how schools would facilitate new rules.

However, Johnson’s lockdown measures have provoked criticism from teachers unions and parents.

General secretary of the National Association of Schoolmasters Union of Women Teachers (NASUWT), Patrick Roach, said there was “very serious concerns” about children returning to school in June.

He told BBC Breakfast: “The fact of the matter is the Government has announced a date but hasn’t come forward with a plan about how schools will ensure that they’re safe for pupils and safe for staff to be in from 1 June.

“And the Prime Minister said that it would be madness to risk a second spike in relation to transmission of the virus.

“Well the profession has got very serious concerns about that announcement of June 1, whether indeed it is possible to achieve it, but also how to achieve that in a way which is safe for pupils and staff.”

Meanwhile, nearly 450,000 parents have signed a Change.org petition urging the government to give parents a choice on sending their children back to school if they reopen next month.


Now the director-general of the World Health Organisation (WHO) has said governments around the world must be able to ensure that schools can prevent transmission of the disease and control measures within school settings.

Speaking at a press briefing in Geneva, Dr Tedros Adhanom Ghebreyesus laid out three key factors for governments to consider before safely reopening schools.

He told reporters: “First, a clear understanding about current Covid transmission and severity of the virus in children is needed.

Gov. Nyesom Wike wars with DC of Police (Operations) for Sabotaging Lock Down

The Rivers State Governor Nyesom Wike blasts Deputy Commissioner of Police (Operations) for sabotaging the lock down.

Nyesom Wike has placed a Total Lock Down in Rivers State to curtail and check mate the Spread of Coronavirus in Rivers State.

In a monitor exercise the Governor discovered that theDCP,

 ADAMU ABUBAKAR 

moved to sabotage the lockdown by issuing illegal letters to companies.

The Governor commended Rivers People for above 95 Percent complying with the lock down declared by the State Government to check the spread of coronavirus.

It was also revealed that At the Elekahia Isolation Centre, over 200 persons have been arrested and over 20 vehicles impounded by different teams enforcing the lockdown. They are to face the full weight of the law.

He said: “I want to commend Rivers people for the level of support they have shown. The level of compliance is quite satisfactory. It is more than 95 percent within the two Local Government Areas .”

He regretted that the Deputy Commissioner of Police, Rivers State Police Command DCP, ADAMU ABUBAKAR moved to sabotage the lockdown by issuing illegal letters to companies.

“It is unfortunate to see the level of sabotage that we get from the police. Particularly, the Deputy Commissioner of Police, Operations, Rivers State Police Command.

“The Deputy Commissioner of Police will sign approvals for companies because he wants to collect money. I am the Governor of this state and there cannot be two governors,” he said.

He said the approvals issued by the police or any other authorities, outside the office of the Rivers State Governor are illegal.

He said: “The Deputy Commissioner of Police has no powers to issue approvals when the State Government has locked down the state. After the State Security Council met and agreed on the lockdown, the Deputy Commissioner of Police went ahead to issue illegal letters to companies to operate. I have never seen that in my life. ”

The Governor said that all those who were arrested violating the lockdown will be prosecuted by the State Government.

He said: “All these violators must be prosecuted at the mobile court set for this purpose. What we are doing is not for any particular individual, it is for the interest of the state.”

Governor Wike assured Rivers people that the lockdown will be lifted as soon as the objective is achieved.

He said: “Our people are suffering, I agree. But this is something we must do. When we examine the level of compliance and it is reasonable, of course, we will unlock the two Local Government Areas.

“It is not in our own interest that people shouldn’t come out or go to the markets. But we are talking about lives and how to protect our people.

“Look at what is happening in other parts of the country, the Deputy Commissioner of Police, Operations wants us to suffer. ”

Governor Wike said that the State Security Council will hold an emergency meeting on the illegal activities of the Deputy Commissioner of Police, Operations.

He said: “I have called for an emergency security Council meeting by 3pm today. This is a complete sabotage by the Deputy Commissioner of Police (Operations), Rivers State Police Command. We will deal with that accordingly.

“I however, thank the Army, the Navy and others on what they are doing to enforce the lockdown.

“For the Deputy Commissioner of Police (Operations) to sabotage us, that will not be accepted. I arrested those people and he had the guts to tell them to release those I arrested on the road because he is collecting money from companies . That is unacceptable. ”

Governor Wike insisted that the impounded vehicles would be auctioned.

“The defaulters will be tried by the Mobile Courts and I have told the Attorney General, all the impounded vehicles must be auctioned. By tomorrow, the Honourable Attorney General would have advertised those vehicles and we will auction them.

“Some people don’t believe that Coronavirus is in existence. Until you make them understand that we are serious, they will not believe it. We will auction the impounded vehicles

“Those arrested will face the wrath of the law. Nobody is above the law. We will not allow anyone to sabotage our efforts to protect our people,” he said.

In the course of monitoring the level of compliance, Governor Wike arrested several violators and impounded cars.

Governor Wike also arrested some very important persons (VIPS), who were not on essential duties, but were moving around with their police escorts.

But he allowed a pregnant woman who violated the lockdown order, on compassionate grounds.

Nigeria’s first locally made 'Ezeugwu MRAP’ to be unleashed against Boko Haram, ISWAP

Nigeria’s first locally made Mine Resistant Ambush Protection Vehicle, called “Ezeugwu MRAP” is set for military operations against Boko Haram and ISWAP.

President Muhammadu Buhari commissioned the vehicles in Kaduna last December.

On Monday, a top military officer told PRNigeria that Ezeugwu MRAP will soon join infantry patrol vehicles.

The source also gave details of the new assets which are currently 10 units.

He explained that Ezeugwu is a 4 by 4 resistance ambush protection automobile designed to carry out extraction of troops, assault and counter-terrorism operations in harsh terrains.

The officer said: “Ezeugwu MRAP have been tested and proven to be a game-changer in the fight insurgency because of its features and capacity to ward off terrorists. The Defence Industries Corporation of Nigeria (DICON), and Command Engineering Depot (CED) have also continued to work hard to improve the vehicle.

“The improved Ezeugwu MRAP has been tested in the North-East with optimal results. The feedback of its exploits from the theatre of operations led to the production of five additional units of the MRAP bringing total in the operation to 10 units.”

MRAP has a maximum output of 375 horsepower, turbo charged diesel engine, with the maximum Turk of 1650 Newton meters and it’s primary and secondary armament are 12.7 anti-aircraft guns and 7.62mm LMG GPMG.

The vehicles can resist mine blast of up to 12 kilograms TMT and can protect the troops inside the vehicle.

Ezeugwu MRAP has been described as a versatile machine and an innovation that poses a great threat to adversaries.

Professor Agboola Ibrahim Gambari has been appointed as the new chief of staff to President Muhammadu Buhari.

Prof. Gambari, a Nigerian scholar, diplomat and an indigene of Kwara State was appointed to replace the late Abba Kyari on Tuesday, May 12.

Ambassador Gambari, a Nigerian scholar-diplomat, was the first Under-Secretary-General and Special Adviser to the Secretary-General on Africa (1999-2005). In that capacity, he worked closely with heads of government, key policy makers as well as institutions on the continent to develop the New Partnership for Africa’s Development (NEPAD). 

During this period, he was concurrently the Resident Special Representative of the Secretary-General and Head of the United Nations Mission to Angola (2002-2003). He has been a delegate to the Assembly of the African Union as a national delegate (1984-1985) and as a member of the UN Secretary-General’s delegation (2000-2012).

Ambassador Ibrahim Gambari, is currently the Founder/Chairman of Savannah Center External link in Abuja, Nigeria, a think-tank for research, training and public policy debate on the nexus between diplomacy (conflict resolution), democracy and development in Africa. 

His last assignment at the United Nations was as the Joint Special Representative of the Secretary General and Chairperson of the African Union Commission/Head of the UN and AU Hybrid Mission in Darfur (UNAMID) from January 2010 to July 2012. During Ambassador Gambari’s tenure, UNAMID was the world’s largest international peacekeeping mission.

Ambassador Gambari has held several leadership positions at the national, regional and international levels and has built extensive contacts with governments as well as public and private institutions, especially in Africa. He was the Chairman of the United Nations Special Committee Against Apartheid (1990-1994) during which he worked closely with African governments to coordinate UN policy to eradicate apartheid, thereby building trust and confidence with governments and policymakers in member countries of the Southern African Development Community (SADC).

At the global level, Ambassador Gambari was Under-Secretary-General and Head of the United Nations Department of Political Affairs (2005-2007). In that period, he also operated as UN Secretary-General’s Special Envoy on Cyprus, Zimbabwe and Myanmar. On May 22, 2007, the Secretary-General entrusted him with the Good Offices Mandate on Myanmar. He was also appointed in 2007 by the Secretary-General as Under-Secretary-General and Special Adviser on Iraq Compact and Other Issues, positions he held until 2009. 

Before joining the United Nations, he served his country as Ambassador and Permanent Representative of Nigeria to the United Nations (1990-1999). He was also Minister of Foreign Affairs of Nigeria (1984-1985) and worked closely with regional leaders, institutions and governments, particularly within the Economic Community of West African States (ECOWAS) on the economic and political development of the sub-region. Prior to this, he was the Director-General of the Nigerian Institute of International Affairs.

As a scholar, Ambassador Gambari is the author of several books and scholarly articles. He began his teaching career as a Lecturer at the Queen’s College, City University of New York (1969-1974), followed by an Assistant Professorship at the State University of New York (1974-1977). Upon returning to Nigeria, he was appointed Senior Lecturer at the Ahmadu Bello University, Zaria, (1977-1980), and rose to become an Associate Professor (Reader), (1980-1983) and subsequently full Professor at the same University (1983 –present–currently on leave of absence). Ambassador Gambari was a visiting Professor at the School of Advanced International Studies (SAIS) of the Johns Hopkins University, Georgetown University and Howard University in Washington, D.C. from 1986 to 1989. Ambassador Gambari was also a Research Fellow at the Brookings Institution, Washington, D.C., as well as a Resident Scholar with the Rockefeller Foundation Centre in Bellagio, Italy.

A recipient of the third highest national honour, Commander of the Federal Republic of Nigeria (CFR), Ambassador Gambari has also been awarded a Doctor of Humane Letters (honoris causa) form the University of Bridgeport, Connecticut (2002) and Farleigh Dickinson University, New Jersey (2006). Others include: Honorary Doctorate of Public Service, Chatham University (May 2008) and Honorary Doctor of Letters (D.Litt), University of Ibadan, Nigeria (November 2011). He has also received the Special Recognition for International Development and Diplomacy Award conferred by the Africa-America Institute (September 2007), the Distinguished (Foreign) Service Award by the Federal Government of Nigeria (April 2008), the International House Harry Edmonds Award for Lifetime Achievement, New York (May 2009) and the Campaign Against Genocide Medal by the Republic of Rwanda (July 2010). 

Ambassador Gambari received South Africa’s highest national honour conferred on non-citizens, the Order of the Companions of O. R. Tambo, which was conferred to him personally by President Jacob Zuma on October 26, 2012. Professor Gambari was elected to the Johns Hopkins University Society of Scholars in 2002 and has since 2005 served as a member of the International Advisory Board of the Institute of Peace, Leadership and Governance at Africa University, Zimbabwe. He was appointed as First Chancellor, Kwara State University in Nigeria, March 2013.

The FGN deservedly ignored him.

Governor Ganduje (Kano state) unashamedly requested for N15 billion to fight the Coronavirus in his state.

The FGN, again, didn't bother to respond.

Now, we can understand the FGN reason.

By giving N10 billion to Lagos state, the FGN had unwittingly created the Cobra Effect.

Briefly, the Cobra Effect demonstrates the economics of unintended consequences.

In colonial India, cobras were biting many Indians.

The government decided to offer financial reward for any person who brings a particular number of cobra heads.

The scheme so succeeded that cobras were eliminated in India and cobra bites and mortalities therefrom was eliminated.

But, those Indians who were benefitting from bringing dead cobra heads were denied a sure means of earning livelihoods and they  deviced a plan.

They began to breed cobras in their homes for the sole purpose of killing them, cutting their heads, collecting the heads and taking them to the colonial authorities to collect compensation .

Meanwhile, the government was monitoring cobra bites and mortalities and found that they had been eliminated but, and here is the problem, cobra heads were still being brought to them for compensation.

So, the government cancelled the program.

Aggrieved by the cancellation of their 'means' of livelihoods, the Indians decided to release all the cobras they were breeding into the cities.

And, India was effectively back to square one.

Lagos never demanded this financial support from the FGN.

But,  Wike and Ganduje demanded the support as of right.

We can see Cobra Effect in the way Ganduje virtually abdicated his responsibility to secure the welfare and lives  of his citizens waiting for the FGN largesse!

We can also observe this Cobra Effect in the way Wike became so obdurate to the FGN that he began arresting and locking up any hapless person who has any connection to the FGN until the Commissioner of Police was removed and substituted with another.

PROFILE OF THE NEW CHIEF OF STAFF TO PRESIDENT MUHAMMADU BUHARI

Ibrahim Agboola Gambari, CFR (born November 24, 1944, in Ilorin, Kwara State, Nigeria) is a Nigerian scholar and diplomat. He was Minister for External Affairs between 1984 and 1985. Gambari was appointed by the secretary-general of United Nations Ban Ki-moon and the chairperson of the African Union Commission as Joint African Union-United Nations Special Representative for Darfur effective from 1 January 2010. He was also the Special Adviser on the International Compact with Iraq and Other Issues for the Secretary-General of the United Nations. Previously, he served as the Under-Secretary-General of the United Nations (USG) for the Department of Political Affairs (DPA). He was appointed on June 10, 2005, and assumed the post on July 1 of that year.

On March 4, 2013, Ibrahim Gambari was named by the Kwara State Governor, AbdulFatah Ahmad, as the pioneer chancellor of the Kwara State University, making him the ceremonial head of the university who presides over convocations to award degrees and diplomas and also supports the vision and mission of the university in all respects, including fundraising, social, economic and academic goals. As a university that continues to gain credence as a community development university with world class standards, the selection of Gambari was expected to give the institution additional international boost and recognition. Gambari is also co-chair of the Albright-Gambari Commission.

EDUCATION

Gambari attended King's College, Lagos. He subsequently attended the London School of Economics where he obtained his B. Sc. (Economics) degree (1968) with specialisation in International Relations. He later obtained his M.A. (1970) and Ph. D. (1974) degrees from Columbia University, New York, USA in Political Science /International Relations.

ACADEMIC CAREER

Gambari began his teaching career in 1969 at City University of New York before working at University of Albany. Later, he taught at Ahmadu Bello University, in Zaria, Kaduna State. From 1986 to 1989, he was Visiting Professor at three universities in Washington, D.C.: Johns Hopkins School of Advanced International Studies, Georgetown University and Howard University. Oyo Assembly Passes Vote of Confidence on Governor Seyi Makinde and His Deputy

The Oyo State House of Assembly has passed a vote of confidence on the Governor of the state, Engr Seyi Makinde and his deputy, Engr Rauf Olaniyan.

The confidence vote was passed at Tuesday’s plenary following a motion to that effect moved by member representing Lagelu State Constituency, Hon Akintunde Olajide and seconded by Hon Isiaka Kazeem of Oyo East/Oyo West State Constituency.

This is coming on the heels of a report by a National Daily of a purported plot by the legislature to impeach the deputy Governor, Engr Rauf Olaniyan.

The report alleged that a top Adviser to Governor Seyi Makinde who was said to have masterminded the impeachment move had hosted some members of the State Assembly in a hotel to conclude the plan to remove the deputy.

The house in a unanimous resolution debunked the purported impeachment ploy and maintained that the said story concocted by the writer was a calculated attempt by the National daily and its journalist to misinform the general public and to also cause disaffection between the Oyo State House of Assembly and the executive arm of Government in the State led by Governor Seyi Makinde.

The Speaker, Hon Adebo Ogundoyin said the vote of confidence on the Governor and his deputy became necessary in view of the enviable achievements of Gov Makinde and his deputy as well as the robust working relationship and partnership which the Oyo State ninth Assembly is enjoying from the executive arm of Government.

He said there was never a time the lawmakers or some of them were lodged in any hotel anywhere in the state or outside to orchestrate a plan to impeach the deputy Governor and wondered where such unfounded rumor emanated from.

Hon Ogundoyin who used the medium to commend conventional journalists and online tabloids for informing the public of happenings around them however warned them against flouting the ethic of accuracy, truthfulness and objectivity which is the hallmark of the pen profession.

In their remarks, the deputy Speaker of the House, Hon Mohammed Fadeyi and member representing Iseyin / Itesiwaju, Hon Bamidele Adeola condemned in strong language the writer and publisher of the said story which they said was fabricated by enemies of good governance presently being experienced in Oyo State and advised journalists covering proceedings in the Assembly and others to always endeavor to cross-check their facts and report only the truth and nothing but the truth.

The majority Leader of the House, Hon Sanjo Onaolapo and the Minority Leader, Hon Asimiyu Alarape in their own comments commended the administration of Gov Seyi Makinde for its various people oriented policies and urged men of the media profession to always balance their stories and avoid spreading false and malicious stories so as not to deliberately set the state on fire.

They solicited their cooperation in the task of formulating laws and passing bills that will enhance the standard of living of the people and bring Government closer to the grassroot

Makinde Appoints Retired Army Officer As Operation Burst DG Security.


Oyo State governor, Engineer Seyi Makinde, has appointed Colonel Oladipo Ajibola (retd) as the Director-General of the Operation Burst, a state-backed security apparatus that comprises officers of the Nigerian Army, Nigeria Police and the Nigeria Security and Civil Defence Corps (NSCDC).
A statement signed by the Special Assistant (Print Media) to the governor, Moses Alao, made the appointment public on Tuesday.
According to the statement, Governor Makinde tasked Col. Oladipo (retd), to deploy his wealth of experience in the military and security services to leading the Operation Burst in collaborating with other security agencies to achieve the administration’s objective of a secured Oyo State.
Col. Oladipo (retd) holds a Diploma in Education from the University of Ibadan as well as Diplomas in Administration and Special Operations from the Ghana Institute of Management and Public Administration and the John F. Kennedy Special Warfare Center, Fort. Bragg NC. United States of America.
Before his retirement, Col. Oladipo (retd) took part in different national and international assignments including being deployed to Angola as Military Observer and Military Assistant to CMO in 1993; leading the five Nation Military Security Assessment to Liberia and serving as the Commanding Officer NIBATT 7, UNAMSIL-Sierra Leone in 2001-2002.
He also served as Chief Instructor, Depot Nigerian Army; Chief of Staff-HQ1 Division, Nigerian Army, Kaduna and Commander/Nigerian Contingent Commander Africa Mission in Sudan.
Outside the military, he has also served in different capacities as General Manager, EXL Security & Protection Services LTD; Assistant General Manager, Aviation Security, FAAN and Managing Director, Glosat Security Services LTD.

PTF coordinator: Lockdown relaxation will be reviewed this week

Sani Aliyu, national coordinator of the presidential task force (PTF) on COVID-19, says the directive on relaxation of the lockdown would be reviewed this week.

Speaking during the daily briefing of the PTF Aliyu said the task force would review the effectiveness of easing the lockdown in order to make further decisions.

“We continue to monitor closely some of the guidelines we have produced,” he said.

“You are probably aware that by the end of this week, we will be coming to the end of the second week of easing the lockdown and we will be taking further decisions based on the review of the performance of the restrictions that we have in place. And we will not hesitate to change our strategy if it looks like it is not working.”

Aliyu urged members of the public to refrain from interstate travels which he said is fast-tracking the spread of COVID-19.

“The PTF continues to see disturbing trends where vehicles are carrying large numbers of people across state borders,” he said.

“We urge the public to please refrain from interstate travels. Only travels that are essential or travel involving the conveyance of essential goods is allowed.

“Movement across state borders is fast tracking the dissemination and spread of the COVID-19 pandemic across the country. We are advising state governments across the country and security agencies to increase those measures and surveillance required to keep people within the state borders.”
