FG bans alcohol in sachets and small polythene due to it's negative effects on public health

Two days after the National Agency for Food and Drug Administration and Control (NAFDAC) cautioned the public on the consumption of alcohol in sachet, the Federal Government has banned alcohol in polyethylene terephthalate and glass bottles.

This is contained in a statement by Prof. Mojisola Adeyeye, the Director-General of the agency on Saturday, September 12, 2020.

In a statement on Friday, September 11, 2020, the NAFDAC boss had advised Nigerians to avoid unregistered alcoholic products.

According to NAFDAC, the Federal Ministry of Health is concerned about the high incidence of substance and alcohol abuse and its negative effects on public health.

The statement reads, “NAFDAC under the auspices of the Federal Ministry of Health, once again, wishes to bring to the attention of the general public, concerns relating to the sale and consumption of alcoholic beverages in sachets, small volume glass and PET bottles.

“These concerns relate to negative effects of irresponsible alcohol consumption on public health and on the safety and security of the public, alcohol being a toxic and psychoactive substance with dependence producing properties.

“Uncontrolled access and availability of high concentration alcohol in sachet and small volume PET or glass bottles has been put forward as a factor contributing to substance and alcohol abuse in Nigeria with its negative impact on the society.

“The World Health Organisation reports that alcohol consumption contributes to three million deaths each year globally as well as to the disabilities and poor health of millions of people.

“NAFDAC with full support of the Federal Ministry of Health has continued to exercise its regulatory responsibilities by ensuring that all alcoholic beverages and other regulated products approved by the agency meet set standards of quality, safety and wholesomeness.

“The Federal Ministry of Health is concerned about the high incidence of substance and alcohol abuse in the country and NAFDAC, being the competent authority and working with relevant stakeholders, is increasing efforts to stem this.

With regard to alcohol, major stakeholders have been engaged at the highest level and are already sensitised to the issue. To this end, several interventions jointly agreed upon by major stakeholders are being undertaken and as a first step, no new products in sachet and small volume PET or glass bottles above 30 per cent ABV will be registered by NAFDAC.

“Furthermore, to reduce availability and curb abuse, effective January 31 2020, producers of alcohol in sachets and small volume PET and glass bottles are to reduce production by 50 per cent of capacity prior to January 2020. The overall goal is a complete phase out of high concentration alcohol in sachets and small PET and glass bottles in line with the agreed roadmap or earlier.

It would be recalled that NAFDAC recently expressed its commitment to prevent young people and other vulnerable and high risk group from easy access to alcohol in the country.

Fuel and electricity tariff hike: Why we rescheduled meeting with labour – FG

THE Federal Government yesterday said that it had to reschedule the meeting planned to hold yesterday with the organized labour because the leadership of the two labour centers had engagement outside Abuja. The Minister of Labour and Employment, Senator Chris Ngige, announced that the meeting has been rescheduled for Tuesday. A statement issued by the Minister through the Deputy Director, Press in the Ministry, Charles Akpan, read, “The meeting has been rescheduled to Tuesday, 15th Sept at 10am.

Venue is Banquet Hall of Presidential Villa. This is to accommodate all President Muhammadu Buhari had, on Friday, after meeting with Ngige, gave the approval for the relevant government agencies in charge of finance to meet with the labour to present the book on the nation’s economy.

Trade Union Congress, TUC, had condemned the recent increase in the petroleum pump price occasioned by the removal of fuel subsidy and the electricity tarrif hike and had called for a reversal with immediate effect. It was reliably gathered that the Nigeria Labour Congress, NLC, was making consultations with its relevant organs over the increases.

Federal Government instruct hospitals to replace striking doctors with corps members

The federal government has directed the Chief Medical Directors and Managing Directors of federal tertiary hospitals in the country to start using consultants and doctors on the National Youth Service Corps to provide routine services.

The Minister of Health, Dr Osagie Ehanire gave the directive on Wednesday, September 9, 2020, in a statement issued in Abuja.

The statement was issued following the nationwide strike by the National Association of Resident Doctors over the non-payment of their COVID-19 hazard allowance and other demands.

The government had on Tuesday urged the doctors to suspend the industrial action, saying six out of their eight demands have been addressed.

However, in the statement on Wednesday, the federal government said embarking on a strike at a time the nation is ill-advised.

Owing to the industrial action, the government said it’s ‘necessary to ensure measures are put in place to mitigate the effect of this strike on the generality of our populace.’

The statement reads, “lt is with deep concern that l view the ongoing strike by the Nigerian Association of Resident Doctors which commenced yesterday (Tuesday) September 7, 2020.

“We must remember that the primary duty of doctors and all health workers is to save lives. Embarking on a strike in this time that the country is battling with the COVlD-19 pandemic is ill-timed and ill-advised.

“lt is a critical time in which all well-meaning medical professionals should close ranks and confront the common enemy, which is the COVlD-I9 pandemic threatening mankind.

“This is therefore one strike too many. Besides, most of the demands have been met and others, though, difficult, are at an advanced stage of implementation. A little patience would have made a big difference.

“The Federal Ministry of Health finds it necessary to ensure measures are put in place to mitigate the effect of this strike on the generality of our populace by directing the CMDs/MDs of our federal tertiary hospitals to immediately do the following: COVlD-19 treatment outlets should continue to function as before.

“Emergency services should continue to run as before. Routine services should be maintained with Consultants, NYSC Doctors. Locum staffers to be brought in when and where necessary to forestall services disruption when applicable and affordable.

“I call on the NARD to return to work and engage the Federal Government in completing the ongoing due process of implementing the MoU between NARD and government.

“I wish to assure the general public that measures have been put in place to ensure that they continue to access services at all our federal tertiary hospitals across the country”.

You’ll recall that in August, medical doctors battling the novel coronavirus disease (COVID-19) in Nigeria’s capital city of Abuja, threatened to embark on a strike to press home their demands from Tuesday, September 1, 2020.

The doctors said they haven’t been paid their allowances since June 2020.

BREAKING: Federal Government Okays full reopening of schools ( see details)

The Federal Government says state governments and school administrators should start making preparations for the full reopening of schools in the country.

However, the Federal Government announced the resumption of graduating pupils effective August 4, 2020, to write this year’s West African Senior School Certificate Examination from August 17, 2020, through September 12, 2020.

But speaking on Thursday, the National Coordinator of the Presidential Taskforce on COVID-19, Dr Sani Aliyu, during a briefing at the Nnamdi Azikwe International Airport, Abuja, said the task force recommends phased return of students.

Aliyu said, “For educational institutions which include daycare, primary, secondary and tertiary institutions. Educational institutions should begin the process of working towards potentially reopening within this phase.

“However, we strongly recommend that states conduct risk assessment to ensure all schools are at a level of compliance and create a monitoring mechanism to assess, create, and monitor this level of preparedness.

“Meanwhile, all daycares and educational institutions are to remain closed to in-classes until this level of risk is assessed. And if there will be opening of schools, it must be staged and preferably carried out in phases to ensure that this does not pose a risk to the general public and in particular to vulnerable groups that might end up getting infected by students going back home.”

A Political Scientist, Malam Abdul-Rahoof Bello, has urged President Muhammadu Buhari  to urgently enlist the spiritual support of African witches and wizards, to combat the endemic challenges of insecurity and corruption, navigating the ship of the Nigerian state towards a huge rock.

The former University Lecturer proffered this option in a statement he issued and made available to newsmen in Abuja on Monday.

Bello noted that the time was ripe and right for Buhari to apply this unorthodox method of African native intelligence in warfare, to defend Nigeria’s territorial integrity and sovereignty against the insurrection of Boko Haram, ritual killings and systemic corruption.

He said that the government had continued to apply the same methods that have yielded no positive results over and over again, even with the deafening prayers by both Muslims and Christians in the country.

He queried why the President had refused to fumigate the nation’s security architecture in obedience to public outcry to allow for fresh ideas?

Minister of Aviation, Hadi Sirika, says international flights, suspended by the nation’s aviation authorities as a result of the global outbreak of the Coronavirus (COVID-19) pandemic will resume on Aug. 29, 2020.

He announced this at Monday’s briefing of the Presidential Task Force on COVID-19 in Abuja, adding that Nigeria’s international airports have reached advanced stages of preparedness for the resumption of international flight operations.

The Newsmen reports that as a result, all evacuation flights, introduced in the country in the wake of the ban on international flights occasioned by the outbreak of the COVID-19, will end on Aug. 25 2020.

The minister disclosed that like it was done during the resumption of domestic flights across the country, the international flights would commence with the Nnamdi Azikiwe International Airport Abuja and the Murtala Muhammed International Airport Lagos.

The emphasis, he said, would be placed on the observation of all the safety and technical guidelines as prescribed by global and health authorities which would be communicated in due course.

Sirika said “I am pleased to announce the resumption of international flights from Aug. 29, 2020, beginning with Lagos and Abuja as we did with the domestic flight resumption.

“Protocols and procedures will be announced in due course. We thank you for your patience.”

The minister also said that passengers would need to do a COVID-19 test close to the departure date and do another one eight days after arriving in the country.

He revealed that the passengers would pay for the COVID-19 test done in the country.

The Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) has called for closer ties between Nigeria and Indonesia, especially in the area of agribusiness technology.

Hajiya Saratu Iya Aliyu, made the call, according to a statement by the association on Monday in Lagos.

The statement was on the first virtual Nigerian-Indonesia Business Forum which brought together over 70 Nigerian and Indonesian businesses.

It was organised in partnership with the Indonesian Trade Promotion Centre (ITPC).

According to the statement, the NACCIMA president said that closer in the area of agribusiness technology would ensure enhanced agricultural production in Nigeria for optimal output.

“I thank the Indonesian Trade Promotion Centre in Lagos and the team at NACCIMA for successfully organizing the virtual business forum despite the challenges posed by the COVID-19 pandemic,” she said.

The statement also quoted the

Indonesian Ambassador to Nigeria, Dr Usra Hendra Harahap, as saying that increasing partnerships between businesses of both countries would positively impact their private sectors.

He said that this would help them to acquire appropriate knowledge to harness existing potential opportunities.

Harahap said that more partnership would also strengthen agribusiness relations between Nigeria and Indonesia.

“The Indonesian Trade Promotion Centre in Lagos and NACCIMA have agreed on the continuous forum for engagement between Indonesian and Nigerian businesses.

“This is to further strengthen the bilateral relationship between both countries that has existed since the establishment of its diplomatic relations in 1965,” he said.

Mrs Beatrice Archibong, the Charge D’affaires of the Nigerian Embassy in Jakarta, Indonesia said that the forum was a clear demonstration of goodwill and determination to boost the economy of both countries.

This, according to her, is in spite of the negative impacts of the growing pandemic.

She expressed the commitment of the Nigerian Embassy in Indonesia to coordinate with relevant stakeholders in Indonesia to provide the necessary information and guide into the Indonesian market available to potential Nigerian investors.

FG introduces PMS system to reinvigorate federal Civil Service

Yemi-Esan said the workshop organised by the office of the HOCSF, in collaboration with Chartered Institute of Personnel Management of Nigeria (CIPM), was meant to acquaint participants with the requisite knowledge and skills in setting job objectives.

According to her, the initiative is due to the inherent weakness of the current Annual Performance Evaluation Report (APER), use currently to assess the civil servants in the country.

“As you are aware, the PMS is one of the eight priority areas in the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2017 to 2020) which is designed to re-engineer the Federal Public Service for increased productivity and quality service delivery.

“It would be noted that at several fora, we have informed on efforts being made by the office to develop a new Performance Management System due to the inherent weakness of the current Annual Performance Evaluation Report (APER).

“It is therefore worth stating that the new PMS is based on the principles of accountability, transparency, equity and ownership.’’

She further explained that when the new PMS is fully operational, every individual, unit, department and institution in the public service shall be held accountable on a continuous basis to ensure that national development goals were met.

“PMS will eventually replace the unverifiable and moribund Annual Performance Evaluation Report APER forms currently used to assess the performance of officers in the Public Service.”

Other objectives of the PMS, HOS said was to provide a platform for continuous enhancement of performance with regards to national development programmes and also to serve as a vehicle for the actualisation of national goals.

In addition, Yemi-Esan said the new PMS had been designed to institutionalise performance based culture that enabled recognition and reward of high performance at all levels within the Federal Public Service.

The HOS said it was also to ensure effective measurement and outcomes of performance at all levels in Federal Public Service.

Also speaking, Mr Wale Adediran, President CIPM, charged the participants to take the workshop serious, saying that the success of the workshop was critical, not only for the office of the HOCSF but to the country.

Adediran gave assurance that the cultural transformation desired and the dream in the Federal Civil Service of the nation would be achieved in the course of the workshop.

“This is the life skill, it goes beyond our service to the nation, this will transform not only our country but will transform our families, it’s about getting the best productivity out of every situation,“ he said.

FG Makes Fresh Updates On School Resumption, Says It Awaits Data From PTF

The federal government on Thursday, August 13, gave an update on when all schools across the country would be fully reopened for academic activities.

Recall that the minister of state for education, Chukwuemeka Nwajiuba, said during the daily briefing on COVID-19 that once the PTF assesses all the data, it would inform Nigerians when it is safe to reopen schools.

The minister also noted that the Academic Staff Union of Universities (ASUU) is still on strike which was started before the lockdown in March.

The Secretary to the Government of the Federation (SGF) and chairman Presidential Task Force (PTF) on COVID-19, Boss Mustapha, said that presidents, prime ministers and other top personalities have contracted COVID-19.

He warned that people must protect themselves against the coronavirus pandemic, adding that people should not assume that their friends and families are COVID-free.

“Presidents, prime ministers and other top personalities have contracted COVID-19. We must protect ourselves. Don’t assume your friends, families are COVID-free; wear your masks before going out. We must remain alive and safe until a vaccine is found,” he said.

Nigerian Varsities To Remain Close Indefinitely

The Federal Government has declared that tertiary institutions would remain under lock indefinitely to protect students and lecturers from contracting coronavirus in the country.

It said that the continued closure was due to indices emanating from various parts of the country which shows that Nigeria was yet to flattened coronavirus curve and cannot relax measures introduced to curb community transmission of the disease.

According to the government, the school would only be reopened when coronavirus cases subside and everyone visiting the school premises could be guaranteed safety of their health.

The declaration by the apex government was said to have dashed the hopes of students and lecturers awaiting a date for reopening of tertiary institutions in the country.

As gathered, the students and lecturers were said to have wished that the government reopen the varsities for commencement of physical learning after approving resumption of academic activities in secondary schools and markets in the country.

Although the students were said to have commenced online learning after sudden closure of schools, however, concerns raised by the lecturers were that conducting examination online could be difficult and requested the government to reopen the institutions for learning.

Announcing the government declaration on Thursday after a meeting with representatives of private tertiary institutions in the country, Minister of State for Education, Chekwuemeka Nwajiuba, said that the schools remain under lock until the cases in the country subsided.

Nwajiuba noted that the government wished that lockdown and other measures introduced to flatten coronavirus curve could be lifted completely but indices from states do not support it.

The minister hinted that after the meeting, the varsities representatives left with a conviction that the action of the government was not to prevent academic activities rather, to ensure safety of the students and their lecturers after reopening.

He said: “Today, I met with owners of private tertiary institutions in the country and during the meeting, they demanded that the schools be reopened since the government has approved reopening of markets that have more population than the schools in the country.

“And I told them that it was true that the markets have more population than the schools but I made them understand that it will be unwise to reopen the schools when we have not received any clean bill from the Presidential Task Force that the community transmission of the virus has subsided and cases in the country have reduced”.

NYSC To Resume Orientation Activities Soon -FG



The federal government has asked the management of the National Youth Service Corps (NYSC) to start preparing for resumption of Orientation activities, with a hint that it may get the go-ahead in the next four weeks.

It also hinted that orientation may take- off after the completion of the newly approved eased lockdown, which lasts for another 4 weeks.

Coordinator of the Covid-19 Presidential Taskforce, Sani Aliyu, said so during the press briefing on Thursday.

“We have advised the National Youth Service Corps to start planning ahead of resumption in future phases, but not within this current phase of the response.

“We will work closely with them to design policies that may allow this to happen in the future,” he said.

 NYSC has extended registration for 2020 Batch ‘A’ Stream II.

“This is to inform 2020 Batch ‘A’ Stream II Prospective Corps Members that Online Registration has been extended to Tuesday 11th August, 2020,” NYSC disclosed on its Facebook page, today, Thursday.

Furthermore, Aliyu maintained that only exitting classes (primary 6, JSS 3 and SS3), primary and nursery schools have been approved to resume while other classes and tertiary institutions remained closed.

“All day care and primary schools are to remain closed till further evacuation, however, while primary schools must remain closed, registered pupil may proceed to take the national common entrance as soon as it is feasible.

“For secondary and Tertiary Institutions, just to clarify, these remains closed; however, we have made arrangements for exitting classes in their final years of schools to resume and partake in examination in line with guidelines,” he said.

The PTF had maintained that until safety was guaranteed, schools would remain shut.

FG retains curfew, extends eased lockdown by four weeks

The President, Major General Muhammadu Buhari (retd.), has approved the extension of the current phase of the national response to COVID-19 by another four weeks.

The implication is that all the guidelines put in place to curtail further spread of the virus under the second phase of the eased lockdown which started on June 1 will remain in force with slight modifications to address the economic, socio-political and health concerns as contained in the latest report by the Presidential Task Force on COVID-19.

The  Chairman of the task force, who is also the Secretary to the Government of the Federation, Boss Mustapha, disclosed this at the briefing of the task force in Abuja on Thursday.

Within the next four weeks, Mustapha said state governments and authorities of the Federal Capital Territory would be mandated to enforce non-pharmaceutical measures and intensify measures such as contract tracing.

The SGF said, “After due consideration of the recommendations, Mr President approved the following: maintaining the current phase of the national response to COVID-19 for another four weeks in line with the modifications reflected in the report.


“He approved the partnering states and local governments to improve community sensitisation and engagement to the COVID-19 response; and mandating state authorities and the FCT to enforce non-pharmaceutical guidelines, primarily the use of face masks in public appearance and places.

“The President approved that state governments should be encouraged to collaborate with local government authorities to intensify necessary measures such as contact tracing, grass-roots mobilisation and risk communication; and strengthening of collaboration with other mandate groups at federal/state levels to harmonise the country’s COVID-19 response, on the short, medium and long-term basis.”


He said the recommendations made to the President had been borne out of diligent evaluation of the situation in Nigeria as well as regional and global experiences.

Mustapha said the major changes being proposed were aimed at achieving the gradual re-opening of international air flights within established parameters; re-opening of rail transport within established parameters; granting permission to exit classes to resume ahead of examinations; allowing civil servants from Grade Level 12 to resume work; and opening recreational parks for supervised exercises.


Giving further details on the modified guidelines, the PTF National Coordinator, Dr Sani Aliyu, said the 10pm to 4am curfew would remain in place nationwide as bars, gyms and cinemas would remain closed.

He said the guidelines issued for worship centres also remained the same.

“Visiting of hospitalised patients remain limited to immediate family. And we continue to recommend a maximum of 20 people including family members when it comes to attendance of funerals and other essential gatherings such as gatherings that cannot be changed,” he said.


He also said schools would remain closed except for graduating classes.

Aliyu said, “However, schools must comply with the six recommended steps and required measures issued by the Federal Ministry of Education and which is available online.


“For government and other corporate offices, we are now extending work hours to the normal official hours from Monday to Friday with the mandatory use of non-medical face masks.

“We encourage work at home policy for civil/public servants below the Grade Level 12.”

The national coordinator said the National Youth Service Corps had been advised “to start planning ahead of resumption in future phases but not within the current phase of the response”.

He noted that while banks had been advised to begin full operations, they were advised to reduce banking hall occupancy by customers to 50 per cent and occupancy of their offices to 75 per cent.

Aliyu said the Nigeria  Centre for Disease Control was also working towards deploying technology to make results of COVID-19 tests available online.

He said, “The NCDC will continue to work, I am sure, with NCC  (the Nigeria Communications Commission) and other parts of the IT industry. A very good example is working towards people accessing their results online. You have a COVID test done, you no longer have to rely on being phoned. It will allow  persons to just log on  and you will be given a number through your phone and you can access your own results.”

Aliyu again ruled out COVID-19 testing for students and schoolchildren as preconditions to resume classes.

Meanwhile, Mustapha said 8,000 Nigerians have so far been evacuated from abroad since the outbreak of coronavirus.

Students Who Haven’t Paid Third Term School Fees Will Not Write Exams -FG

The Federal Government has said that students in Junior Secondary School (JSS) 3 and Senior Secondary School (SSS) 3 may not write their exams if their third term school fees are not paid.

Schools were shut down across the country in March 2020 to guard against the spread of COVID-19, resulting in massive disruption of the normal third term’s academic activities.
In a statement released by the Director of Public Relations, Federal Ministry of Education, Mr Ben Goong, students in exit classes- JSS3 and SSS 3, who are expected to resume on Monday (today) must show evidence of school fees payment.

The West African Examination Council (WAEC-SSCE) will start on the 17th of August, 2020 while the National Business and Technical Examination Board, (NABTEB) examinations will start on the 21st September and end by 15th October, 2020.

The Senior Secondary School Certificate Examination (SSCE) for SS3, conducted by NECO will start on the 5th of October and end on 18th of November, 2020.

The Basic Education Certificate Examinations, (BECE) for JSS 3 also conducted by NECO, will start on the 24th of August and end on the 7th of September, 2020.

The National Common Entrance Examination, (NCEE) which is a one-day examination for intending applicants into Unity Colleges (JSS1) will start on 17th, October 2020.

Nigerians abroad remit over $25bn annually – Buhari

President Muhammadu Buhari says Nigerians in the diaspora brought over $25 billion annually as home remittances to the Nigerian economy through official and non-formal channels over the past three years. 

Buhari spoke in a video message to commemorate this year’s Diaspora Day observed on July 25 of every year. 

The president, who urged to them not to abandon their fatherland in the wake of the COVID-19 pandemic, implored Nigerians in the diaspora to actively participate in the country’s post-COVID-19 economic recovery efforts. 

“This (home remittances) is about 6.0% of our annual GDP and upwards of 80% of our annual budget. 

“This has impacted on livelihoods of Nigerians in terms of education, health, housing and estate development, industry, trade and investments, agriculture and technology/skills transfer. 

“In terms of diaspora home remittances, Nigeria is rated as number one in sub-Saharan Africa and this is still growing especially with the advocacy and mobilization programmes of the newly established Nigerians in Diaspora Commission (NiDCOM),’’ he said in a statement issued by his spokesman, Femi Adesina. 

PDP asks Presidency to respond to Ndume’s claim on military underfunding

The Peoples Democratic Party (PDP) has asked Presidency to respond to comments by the Chairman, Senate Committee on Army, Senator Ali Ndume, that the Buhari administration’s under-funding of the military was responsible for the persistent insecurity in the country.

The party also demanded Governor Aminu Bello Masari of Katsina state to come clean on his alleged connections with marauders and bandits ravaging his state, following his attempt to allegedly politicize the issue by claiming that opposition elements were behind the banditry in the state.

The party in a statement on Wednesday by its National Publicity Secretary, kola Ologbondiyan noted that Ndume’s comment placed a huge burden of explanation at the doorstep of the Buhari’s Presidency, which it alleged has failed on all fronts to secure the nation, leading to the escalation of banditry, insurgency, kidnapping and other acts of violence in various parts of our country.

“The party says it is equally distressing that President Buhari has failed to lead from the front as he promised in addition to failure to heed the demands by Nigerians to change his service chiefs and inject new blood into the nation’s security architecture,” the PDP said.

The PDP, in berating Governor Masari expressed concerns that the governor allegedly resorted to playing politics with the lives of Nigerians in Katsina state by “blaming imaginary political rivals, when it is public knowledge that he knows the bandits and have been having dealings with them.”

“The PDP counseled Governor Masari to look for excuses elsewhere as no opposition group is behind the banditry in the state or any part of the country for that matter,” the party said.

The Minister of State for Education, Chukwuemeka Nwajiuba, has said the state of dilapidation of basic education infrastructure across the country is embarrassing, but that the Federal Government cannot handle it alone.

Nwajiuba said this while presenting the Royal Icon of Hope for Nigerian Children award to the Emir of Kano, Alhaji Aminu Ado Bayero, in his palace on Tuesday.

Represented by his Special Assistant on Projects, Engr. Adewale Adenaike, the minister said to promptly tackle defects of infrastructure, the Rapid Repair Report Project under Project Naija, Foundation Trust was initiated.

He explained the mode of operation of the project, saying “If there is a roof leakage in a classroom, for instance, it will be reported on our website and the person that reported the problem will be the one to execute the project using local artisans after we obtain the estimate of its cost.”

The minister further said the award was in recognition of the emir’s immeasurable support for education and for him to be in the driver’s seat to achieve the objective of the project.

There should be no sacred cow in an investigation of NDDC scam, Group tasks FG, Niger Delta stakeholders

A group has reacted to startling revelation arising from the investigation of the Federal government intervention agency, the Niger Delta Development Commission.

Addressing newsmen on Friday in Abuja, the Civil Society Advocacy Groups for Accountability and Probity advised those whose names have been mentioned in the alleged sleaze not to frustrate government in its efforts of the forensic audit of the agency and the ongoing investigation by the various committees of the National Assembly.

Mr Solomon Adodo and Mr Igwe Ude-umanta, Convener and Co-convener of the group respectively lauded the initiative of the Federal Government to conduct a forensic audit of the NDDC ahead inauguration of its substantive Board.


“As the group that keeps watching on Society, the media is aware that since President Muhammadu Buhari vowed to sanitize the Niger-Delta Development Committee (NDDC) last year, it has received support by concerned Nigerians, but has also been under heavy politicization by those who know that their hands are soiled. They have taken to the media (social and traditional), organized protests, sponsored riots all to no avail. They tried to discredit the wisdom and discretion of Mr President in taking some administrative decisions such as the setting up of an Interim Management Committee to carry out a thorough forensic audit. As we speak today, the probe into the activities of the various previous managements of the NDDC is ongoing and being thoroughly carried out by the Interim Management Committee.


“The will of the Federal Government to confront the ills in the NDDC is unshaken. So, politics has increased in order to divert attention. But of particular worry is the reason why the former Acting Managing Director of NDDC, Dr Joi Nunieh has refused to answer her summons to appear before the Investigative Committee of the House of Representatives on the NDDC. She has also refused to yield to the Nigeria Police for questioning. What else could be the reason except for evasion of justice?

“And it becomes more worrisome when Governor Nyesom Wike of Rivers State, shields her from arrest, claiming that she was being abducted and that he was protecting a citizen of Rivers State. Gov. Wike has always found reasons to obstruct investigations. We are sad that Wike who claims to be the defender of Rivers people only extends that defence to those who have been accused of feeding fat on the country or other crimes. He should desist forthwith. And he should release Dr Joy Nunieh to the Nigeria Police for investigation.”

The group further asked the former Managing Director of the NDDC, Dr Joy Nunieh to explain her stewardship and come clean on all allegations levelled against her.

It further urged President Mohammadu Buhari to remain resolute in his commitment to sanitise the NDDC for the benefit all of Niger Deltans and assured him of total support to actualize his vision.

The embattled former acting Managing Director of the Niger Delta Development Commission, Mrs Joy Nunieh, on Friday, accused the Minister of Niger Delta Affairs, Senator Godswill Akpabio, of hijacking the forensic audit of the NDDC ordered by the President, Major General Muhammadu Buhari (retd.).

Speaking when she appeared before the House of Representatives Committee on NDDC over allegations of illegal expenditure and mismanagement by the commission, Nunieh, at the investigative hearing, alleged that the minister breached various laws in a bid to hijack the forensic audit.

On Thursday, the investigation of the NDDC took a dramatic turn when the police, said to have been sent from Abuja, invaded Nunieh’s residence in Port Harcourt, the Rivers State capital.

The Governor of Rivers State, Nyesom Wike, who intervened and prevented the police from taking Nunieh away, had asked the Inspector-General of Police, Mohammed Adamu, to probe the invasion of the home of the former NDDC boss.

It was alleged that the invasion, during which the policemen were seen in a viral video breaking the woman’s rear door to gain entry forcibly, was to prevent Nunieh from moving from Port Harcourt to Abuja to testify before the panel.

On the same day, NDDC’s Interim Management Committee members, led by the acting Managing Director, Prof Kemebradikumo Pondei, appeared before the House committee but later walked out of the sitting after insisting that the panel chairman, Mr Olubunmi Tunji-Ojo, must step down. The House committee then issued a warrant for the arrest of the IMC members.

But on Friday, Nunieh, who attended the hearing and made her presentation via online meeting platform, Zoom, apologised for not showing up at the hearing on Thursday, “because what would have happened would have been that nobody would have known who took me away and only God knows what would have happened.”

She added, “This has been the modus operandi for enemies of the minister and ex-governor of Akwa Ibom State. You saw what happened yesterday, it was all about documents.”

When the panel chairman asked about the forensic audit ordered by Buhari, for which the IMC was constituted, Nunieh said, “What I met was not exactly what is going on. Akpabio insisted that he would supervise the forensic audit. I reminded him and showed him the letter that the President had written, that there is no way we could spend the money that was in our budget.

“In his memo to the President, he requested that the money for the funding of the forensic audit be got from the Service Wide Vote. Mr President, in his wisdom, refused that request and in writing said it should be from NDDC’s appropriation, making NDDC the producing entity.”

Nunieh also alleged that auditors had not been appointed to conduct the audit as being claimed by Akpabio.

She said, “When I was there, I was the one who prepared all the documents for the forensic audit and sent in the applications. The first thing was for us to go through the procurement of the lead consultant. Many people have clearly misunderstood the procurement of the lead consultant. Because I did not want any illegality and the forensic audit to be discredited, I ensured – with the help of big consultants – we came up with the terms of reference for these auditors.

“The lead consultant that everyone is talking about is not the forensic auditor. He does not have a lot. The role of the lead consultant is to gather. When all the forensic auditors have got all the data and reports from the field, they will put them together and give to the lead consultant who will put them together in a report. That is just his role. He is not the one to carry out any forensic audit.

“This (Messrs Olumuyiwa) Basiru and Co, I do not know if they have ever carried out a forensic audit. So, I will be asked to tell them to give you evidence that they have ever carried out a forensic audit before, in accordance with the provisions of the Public Procurement Act, which requires that for any consultant or contractor, must show evidence that for the past three years or thereabouts, they have carried out that.”

The ex-NDDC boss challenged the minister and IMC to provide proof that the fund being spent on auditors was appropriated by the National Assembly. According to her, the commission had obtained Certificate of No Objection from the Bureau of Public Procurement even when the 2020 budget of the NDDC had not been passed.

She added, “It is a criminal offence to procure any consultant without the appropriation made by the National Assembly because it will be anticipatory budgeting. In this case, has the National Assembly appropriated funds?”

She accused Akpabio of misleading the Federal Executive Council to approve the procurement of auditors even when the audit was to be funded with the 2020 budget of the NDDC.

Nunieh also stated that she spent a total of N8bn during her stay as acting MD between October 2019 and February 2020.

The NDDC is, however, said to have spent not less than N81.5bn in 2020 alone.

Nunieh alleged that Akpabio gave her a list of NDDC officials to be redeployed or sacked, including the only northerner in the management.

She recalled that October 28, 2019, on her way to the inauguration of the IMC at the boardroom of the Federal Ministry of Niger Delta, the minister threatened to see to her exit from office if she failed to do his bidding.

Nunieh alleged that Akpabio asked her to appoint 10 of her aides, as he did with Bernard Okumagba as MD of NDDC.

She also stated that two days after the inauguration, at the Le Meridien Hotel, at Akpabio’s first meeting with the IMC, the minister told her he wanted her to send some workers away.

She stated, “He said the first thing I would do is to write a letter to him – he gave me the draft, that I should put it on my letterhead. In that letter, I was supposed to write about most of the companies; Senator (Peter) Nwaboshi owned the 98 companies.

“I never ever told the world that Senator Nwaboshi was the senator that was collecting the N1bn. The issue of the N1bn was different. I said ‘how can an individual be collecting N1bn every month?’ The case of Senator Nwaboshi is the case of the 98 files which I was supposed to write about.”

Speaking on the issue of employment, she stated that the minister had collected curricula vitae from “godfathers” and she made it known that the issue of employment was already an issue before she came as the Federal Character Commission that used to give NDDC the approval for employment stopped it because of the scandal.

She added, “I want to tell the world that I never did any employment. I never gave out a single contract from NDDC.

“I am not corrupt. No contractor can sit anywhere and say they gave me N10. And I can say before the world that I’m the most unpopular MD ever that came to NDDC. The money of the people of Niger Delta is blood money, I refused to touch it. Even when my friends were contractors, even when they claimed that they were owed monies, my instruction was that everybody should finish their jobs. Everybody saw contractors going back to the site when I was the MD.

“I was privileged to see all the videos. For one job, five people would send me videos of completion – the same job, the same video – and I would just laugh.”

Nunieh also blamed the IMC, NDDC workers and people of the Niger Delta for the rot in the commission.

She said, “The problems that you are investigating today have three major groups that are responsible for the things that have gone wrong in the NDDC. One group is the management, which is the IMC, and everybody is against the IMC. The second group is the staff of NDDC. And the third group, which I will start with, is the people of the Niger Delta.

“This story that we are all calling embarrassing cannot be complete without saying that the people of the Niger Delta region are responsible for what has happened – the frauds and corruption that have taken place in the NDDC.

“I’m speaking from personal experience. As soon as the MD is appointed, people begin to rejoice and celebrate, not because they want you to do the right thing; not because they are interested in the development of the Niger Delta, they believe it is now their turn to eat out of the national cake.

“They are not interested in anything; all they wanted were like palliatives. That is why for those who did not harden their heart like me, they fell for this palliative matter and they started giving out. But because I was strong; because I always remember the case of Gani Fawehinmi; Fawehinmi fought for the masses of this country. When he said he wanted to contest an election, they were not there. I remember that I needed to stand properly.

“The second class is on the staff. The staff members of NDDC are from the Niger Delta region. The contracts that have been awarded are from their communities. When I was appointed, I went from office to office; I sat in their offices and I told them, ‘You people are responsible for what has gone wrong in the zone.’ All the staff members have in their wards or local government areas projects. If every staff of NDDC takes up a project in their local government area and ensure that they are well delivered, we will not have these issues.

“Thirdly, the IMC; for the first time in the history of NDDC, no palliatives were given. I did not give out Christmas palliative. I was under pressure to bring N10bn – N1bn per state – but I refused. The youth were complaining that things were difficult and I said ‘the day I give you this money, you know I have started collecting your money.’ I never gave any Christmas bonus or palliative during my time. For the first time in the history of NDDC, NDDC worked throughout December. There was no break except on public holidays.”

Lawmakers summon Akpabio, acting MD

Meanwhile, after Nunieh’s presentation, the committee summoned Akpabio, asking him to appear before it on Monday.

The lawmakers also summoned the acting MD of NDDC to reappear before them on Monday.

Rivers CP asks gov to hand over Nunieh

The Rivers State Commissioner of Police, Joseph Mukan, has asked the state government to hand over Nunieh to him, saying Nunieh was under investigation.

Wike, who fumed that the policemen who invaded Nunieh’s house to arrest her had no warrant of arrest, took Nunieh to the Government House.

Briefing journalists in his office on Friday, the CP said the policemen from the Inspector-General of Police Monitoring Unit had the permission of the state police command before they proceeded to Nunieh’s residence. He stressed that the policemen were on a legitimate assignment.

The CP said, “It is really unfortunate because under normal circumstances if His Excellency (Wike) is saying he went to rescue her, he is supposed to turn her over to me because I am the Commissioner of Police on the ground and I will be in a better position to take her than for him (Wike) to take her to the Government House.

“So if you rescue your citizen, we expect you to turn her over to the police who are in a better position to protect her. I still believe he is going to turn her over because the exercise was legitimate. It was within the confines of the law.”

WASSCE: FG, WAEC agree to shift examination date (see press release)

The Federal Government and West African Examination Council (WAEC) have agreed to shift the date of West African Senior School Certificate Examination (WASSCE) from the August 4 to September 5, 2020, earlier announced.

Minister of State for Education, Hon. Chukwuemeka Nwajiuba, who disclosed this on Friday in Abuja, said this was the outcome of a meeting between the Federal Government and officials of WAEC’s Nigeria office on Monday and that both parties have agreed to further consult with four other countries on new examination date.

The minister also said government has given school owners in the country till July 29, 2020 to meet specific guidelines towards the reopening of schools at a date to be announced in due course.

He said the Ministry of Education, having consulted widely, has in collaboration with the Federal Ministry of Health, Nigerian Centre for Disease Control (NCDC), the Education in Emergencies Working Group, developed and circulated guidelines for the reopening of schools.

The Director of Information, Federal Ministry of Education, Mr Ben Bem Goong, in a statement quoted the minister as saying that the school owners were to prepare and comply with the guidelines.

Nwajiuba urged the schools to undertake self-assessment and send feedback to state Ministries of Education, not later than July 29, 2020.

“Thereafter, consultations with relevant stakeholders will be held to review the situation and decide on a specific date for reopening or otherwise,” he said.

Nwajiuba further noted that having taken the painful but necessary decision not to reopen schools without necessary preparations to ensure the safety of students and teachers, the Federal Ministry of Education has continued consultations with stakeholders, adding that a mechanism to assess and monitor compliance shall be put in place.

“We have consulted widely with stakeholders in the sector, including Commissioners of Education in all the states of the federation, the Association of Private School Owners of Nigeria,(APSON), National Association of Proprietors of Private Schools,(NAPPS), Provosts of Colleges of Education, Rectors of Polytechnics, Vice-Chancellors of Universities, some State Governors, and development partners.

“On WAEC, we met with WAEC on Monday and have agreed to further consult with four other countries on new examination date.

“We appreciate the concern shown by all stakeholders and note the divergent views expressed on the matter.

“Parents should be rest assured that the safety of our students and teachers is paramount as we work assiduously towards the speedy reopening of our schools for the exit classes to take external examinations,” the minister said.

NYSC extends service year of seven corps members in Osun

The National Youth Service Corps has extended the service year of seven corps members as four members absconded in Osun State.

The NYSC State Coordinator, Mr Adewale Adegoke, on Thursday said, “1412 will pass out from Batch B stream II. Four members who absconded from the service would automatically repeat the service year, while seven others would serve an extension of service for various offences committed.”

He explained that the punitive measures for those erring corps members are to serve as a deterrent to other serving corps members.

Adegoke noted that the scheme frowns on truancy and indiscipline. “NYSC will not hesitate to correct such acts in accordance with the provisions of the NYSC Act.”

“Distribution of certificates to Batch B, Stream II, corps members has commenced on Thursday and the scheme has deployed officers to all the council areas in the state to ensure strict compliance with the social distancing measures for the days the exercise would last.

Nigerian government approves e-SIM trial for MTN

MTN Nigeria Plc (MTN) has announced the trial of e-SIM services on its network based on approvals received from the Federal Government.

The trial which kicked-off on Wednesday will run for one year and is open on a first come first served basis to a limited number of subscribers who own compatible devices, a statement from MTN said.

Chief Operating Officer, MTN Nigeria, Mazen Mroue, said the company was eager to get through the trial process so that the technology can be deployed for the benefit of every Nigerian.

Magu’ll be cleared of allegations, reinstated, says counsel

The suspended acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, on Thursday expressed confidence that he would be reinstated to office.

Magu, who was suspended last week by the President, Major General Muhammadu Buhari (retd.), over corruption allegations levelled against him at the ongoing proceedings of the Justice Ayo Salami-led presidential investigative panel, said the charges levelled against him were trumped up.

He spoke to our correspondent through his lawyer, Mr Wahab Shittu, who said he had his instruction to give an update on the probe to Nigerians.

Shittu said, “I have the instruction of Mr Magu to tell Nigerians that he is not against the ongoing probe.

“Mr Magu asked me to tell Nigerians that he is not against the probe. The allegations against him are trumped up. He strongly believes that his name will be cleared and he will be reinstated back to the office.”

Meanwhile, Shittu on behalf of Magu sent a letter to the panel denying a series of allegations reported in the media.

Specifically, he denied giving N4bn to Vice-President Yemi Osinbajo and giving N28m to Mr Femi Falana (SAN).

Both Osinbajo and Falana had separately denied the allegations.

The letter titled, ‘Publications prejudicial to the proceedings of this honourable panel,’ was sent to the panel on Thursday.

Shittu stated that the “serial falsehood publications in the media” in respect of matters  “never featured in the proceedings of this honourable panel.

He said, “The charges against our client are trumped-up allegations designed to tarnish his image and rubbish the credibility and image of the EFCC which has been stellar and outstanding under our client’s watch.

“Based on the above circumstances, our client was not given adequate time and facilities for his defence and his demand for a copy of the allegations against him has not been honoured till date.

“We appeal to the honourable panel to consider the above and uphold the fundamental rights to a fair hearing of our client.”

On the allegation of giving N4bn to Osinbajo, the letter read, “Our client strongly denies this falsehood against the respected Vice President of the Federal Republic of Nigeria.

“Our client has never given the sum of N4bn or any sum at all to Prof. Yemi Osinbajo SAN, GCON, Vice President of the Federal Republic of Nigeria, as wrongly reported.”

He also described the allegation of giving N28m to Falana as “complete fabrication”.

He stated, “Our client never gave N28m or any amount to Mr Femi Falana SAN as maliciously reported.

“Our client also denies any link with a Kaduna-based bureau de change operator as alleged.”

Shittu said Magu “confirms that his house was searched last Monday in his absence while in custody, but no incriminating evidence was found. It is untrue as reported that some dollars and expensive jewellery and wristwatches were found. Our client states that the search into his house did not reveal any incriminating evidence or materials. The cars removed from his residence were official vehicles assigned to our client as acting chairman of the EFCC.”
 
The letter also stated that Magu had not been confronted with alleged illegal foreign exchange transactions and that “no such report was tendered by NFIU in any proceedings before this panel involving him till date.”

It added, “Our client states categorically that the maximum forex transactions he has been involved in are the sum of $10,000 till date.

“Our client also wishes to place on record that he has no link with a Kaduna-based bureau de change operator as erroneously reported in the publication.”

On the alleged N573m Dubai property, his lawyer said the allegation “is an outright falsehood and is denied by our client in unmistakable terms”.

The letter also denied the allegation of diversion of interest on recovered assets.

It stated, “Our client states that all recovered funds are lodged in the TSA account with the Central Bank of Nigeria.”
